The proposed structure as well as all but the northeast corner of਍ഀ the lot are included in the "High Severity Rockfall" zone as shown on the Town of Vail (TOV)਍ഀ rockfall hazard maps (Sheet 11).' The current TOV avalanche hazard map places the downslope਍ഀ boundary of the "Possible Avalanche Influence Zone" category' along the south boundary of the਍ഀ lot, but no portion of the lot itself is within any avalanche hazard zone. There are no debris flow਍ഀ or debris avalanche hazards on or in the immediate vicinity of the lot. All slopes on the lot਍ഀ proposed for construction are less than 30% (§12-21-12).਍ഀ The lot lies along the TOV boundary near the southeast end of East Vail on Meadow Drive, in a਍ഀ location mapped by Kellogg, et al. (20033) where Pinedale Till, their map unit Qtp, is present at਍ഀ the surface. Pinedale Till was deposited by the last of the valley glaciers that carved the present਍ഀ form of the upper Gore Creek region during the Pinedale glaciation 16,000 to 23,000 years ago਍ഀ (16-23 ka). The till occupies the lower margins ofthe Gore Creek Valley from the higher elevations਍ഀ to the east to about 7.4 miles northwest of the property, although it is frequently covered by਍ഀ younger alluvial and colluvial deposits. The mostly-small (less then 3 ft in maximum dimension)਍ഀ rounded to semi-rounded boulders used for decorative purposes on and in the vicinity of the lot਍ഀ are representative of these deposits, and should be expected in excavations in the area. Larger਍ഀ boulders may be present as well. Commonly containing closed depressions and small਍ഀ ponds. In Gore Creek valley, however, development has altered many of these਍ഀ features. Subrounded to subangular clasts are matrix supported and composed਍ഀ mostly of Proterozoic gneiss and plutonic rocks; in Gore Creek and Middle Creek਍ഀ valleys, till contains small percentage of clastic and carbonate rocks of the਍ഀ Minturn and (or) Maroon Formations. Matrix light tan and sandy. Soil contains an਍ഀ "A" horizon less than about 5 cm thick and a "B" horizon that is poorly developed਍ഀ with little or no clay buildup; boulders are generally unweathered. Glacier of Gore਍ഀ Creek valley fed by ice caps in Vail Pass area, less than 7.5 miles southeast of਍ഀ quadrangle, and large cirque less than 4.4 miles east of quadrangle. The glacier਍ഀ flowed down Gore Creek valley to be joined by other glaciers on the south flank਍ഀ of the Gore Range. The terminus of the Pinedale glacier is indistinct, but believed਍ഀ to terminate about 1.9 miles west of quadrangle. Age of Pinedale deposits in type਍ഀ area in Wyoming is 16-23 ka. Mapped as high as 190 ft above present stream level਍ഀ in Gore Creek valley. Thickness at some places as much as about 20 ft.਍ഀ Kellogg, et al.(2003), map a north-northwest trending high-angle reverse fault approximately਍ഀ parallel to and just southwest of Meadow Lane. This fault, coupled with the presence of two਍ഀ exposures of the Precambrian Cross Creek Granite (map symbol Xg) between Meadow Drive and਍ഀ juniper Lane as well as a third immediately southeast of the lot suggest that granite constitutes਍ഀ probably-shallow bedrock beneath the property. Kellogg, et al. (p. 6-7) describe the Cross Creek਍ഀ as follows:਍ഀ Xg Cross Creek Granite-Medium to coarse-grained, gray to pinkish-gray, texturally਍ഀ diverse monzogranite, tonalite, and granodiorite (classification of Streckeisen,਍ഀ 1976) containing stringers, pods, lenses, and dikes of granite pegmatite and਍ഀ aplite and inclusions of migmatite, biotite gneiss, and sillimanite schist.਍ഀ Hypidiomorphic, xenomorphic, equigranular, inequigranular, and porphyritic਍ഀ textures are all common. Contains 35-50 percent oligoclase (commonly altering਍ഀ to sericite), 20-30 percent undulatory quartz, 15-30 percent microcline, 8-15਍ഀ percent biotite, 0-2 percent muscovite (commonly as flakes in biotite), and 0-1਍ഀ percent garnet. Accessory and trace minerals are opaque minerals, zircon, and਍ഀ apatite. Locally contains undeformed pink microcline crystals as long as 4 cm,਍ഀ commonly aligned parallel to regional foliation, that contain deformed biotite and਍ഀ plagioclase crystals, a relationship that led Tweto and Lovering (1977) to suggest਍ഀ the microcline crystals were porphyroblasts rather than phenocrysts. Contacts਍ഀ with migmatite (Xm) and diorite (Xdi), both of which it intrudes, mostly਍ഀ gradational but locally sharp.਍ഀ Bedrock beneath the slopes southwest of Lot 16 is mapped as the Robinson Limestone member਍ഀ of the Minturn Formation, of Pennsylvanian age ([Pmr). The fault contact between the Cross Creek਍ഀ Granite and the Robinson Limestone member is covered by till. The Robinson Limestone member,਍ഀ which consists of thick limestone and dolomite beds interlayered with sandstone, siltstone, and਍ഀ shale, forms the cliffs and ledges commonly found above the valley of Gore Creek, although such਍ഀ exposures are more common to the southeast and much more to the northwest than in the਍ഀ immediate vicinity of the lot. The Robinson is described as follows (Kellogg, et al., 2003, p. 5):਍ഀ PAGE 3਍ഀ Robinson Limestone Member-Consists of at least four sequences, each as thick as 65਍ഀ ft, ofgray to yellowish-gray, fine-grained to medium-grained, locally fossil ife rous,਍ഀ medium-bedded to thick-bedded marine limestone and dolomitic limestone. Each਍ഀ carbonate sequence is interbedded with pinkish-tan and light-tan, cross-bedded,਍ഀ arkosic, micaceous pebbly sandstone and light-grayish-pink sandy siltstone and਍ഀ shale. The ratio of carbonate to clastic rocks is about 1:2.5. Most [individual]਍ഀ limestone and dolomitic limestone beds are 0.2 in to 7 ft thick; many of the beds਍ഀ extend for several miles. The lower 60-ft-thick, gray-weathering limestone਍ഀ contains distinctive laminated, knobby beds and may represent a reef facies. A਍ഀ few of the other thicker carbonate beds (as much as 30 ft thick) may also਍ഀ represent reefs and are massive, vuggy, and grayish-orange weathering. The਍ഀ dolomitic limestone weathers to pale yellowish brown; the limestone weathers਍ഀ pale gray. Clastic beds typically weather in rounded forms as compared to਍ഀ relatively angular weathered forms in the carbonate beds. Thickness north of਍ഀ Gore Creek about 400 ft; south of Gore Creek as thick as about 600 ft. Thickness਍ഀ 725 ft at type section.਍ഀ The fault mentioned previously is a component of the Gore fault zone system, an extensive zone਍ഀ of faulting that defines the southwestern margin of the Gore Range uplift as well as the eastern਍ഀ limit of the central Colorado trough, a major late Paleozoic basin in which the thick sequences਍ഀ of Pennsylvanian and Permian rocks found in the Vail area today were deposited (Kellogg, et al.,਍ഀ p. 8). Many of the Gore system faults were active in the Late Cretaceous - Early Tertiary Laramide਍ഀ period of mountain building as well as throughout much of the Paleozoic. Kellogg, et al. (2003,਍ഀ p. 9), suggest that there has been little or no movement on these faults since at least the end of਍ഀ the Oligocene, about 24 million years ago.਍ഀ The rockfall hazard to which Lot 16 is exposed is the result of outcrops of the Robinson਍ഀ Limestone member, and the steep slopes that are present for short distances below them. Actual਍ഀ exposures directly uphill from the lot are limited and the actual rockfall hazard to the property਍ഀ is thus diminished as well. The beds dip to the southwest, into the hillside, at 18° to as much as਍ഀ 45° in the immediate area. The resulting "keystone" effect tends to hold rocks in place, even਍ഀ where broken by jointing and weathering has removed underlying support. Exposed rocks that਍ഀ do eventually fall tend to break off in rectangular pieces with a long dimension parallel to the਍ഀ exposure and slide downhill rather than as rounded shapes that roll and bounce. As opposed to਍ഀ slopes where the surface and bedding (or other rock surfaces) dip in the same direction, rockfall਍ഀ from this type of slope increases rather than decreases stability. The few ledges above the lot਍ഀ actually form the downslope edges of a series of nearly-flat benches, with such rockfall as is਍ഀ visible on airphotos of the area concentrated along the bases of the ledges. The short steep slope਍ഀ developed on till from the southwest corner of the lot to the first of these benches, as well as the਍ഀ benches themselves, are heavily to moderately vegetated, most of the lower slopes with conifers਍ഀ many years old. All these factors combine to suggest that the actual rockfall hazard to which Lot਍ഀ 16 is exposed is low. To mitigate such hazard as does exist 1 recommend finished landscaping਍ഀ designed to intercept and slow rolling rocks to the extent possible, although structural berms or਍ഀ rock walls are not required. 1 further recommend extending foundation walls that face upslope਍ഀ to at least one foot above final grade, and where possible in between openings to at least three਍ഀ feet. Openings facing directly upslope within four feet of final grade should be minimized and਍ഀ necessary doors and windows should be certified hurricane-resistant.਍ഀ PAGE 4਍ഀ While not a requirement of §12-21-13, the Cross Creek Granite, probable bedrock beneath the਍ഀ lot, together with other source materials which comprise Pinedale Till, are relatively radiogenic਍ഀ when compared to other rocks in the area, and as a result all inhabited spaces should be designed਍ഀ and constructed to prevent the accumulation of radon as well as other noxious or toxic gases.਍ഀ The property is in an area of geological sensitivity with regard to rockfall, although the hazard਍ഀ in fact appears to be low, but with proper landscape design and construction, in particular਍ഀ including integration into -the existing drainage system, the proposed construction as described਍ഀ will not increase the hazard to other property or structures, or to public rights-of-way, buildings,਍ഀ roads, streets, easements, utilities, or facilities or other properties of any kind. This report is਍ഀ intended to comply with appropriate portions of Town of Vail Regulations Chapter 12-21-13, and਍ഀ nothing contained herein should be interpreted as suggesting that the subject property is not਍ഀ exposed to the mapped hazard, or that other geologic hazards do not exist. In particular it must਍ഀ be understood that while large rockfall events appear to have recurrence periods significantly in਍ഀ excess of 100 years, they can occur at any time, even from limited exposures such as those਍ഀ present above Lot 16, and the mitigations proposed herein are not designed for nor should they਍ഀ be expected to provide protection against such events. INTRODUCTION:਍ഀ The owner of the property at 4918 Meadow Drive in Vail, Colorado is Lupine LLC, P.O. Box਍ഀ 1057, Minturn, Colorado 81645. A wetland delineation was conducted at the request of Mr.਍ഀ Claes Holm of Holm Construction, P.O. Box 5356, Vail, Colorado 81658. The property is a਍ഀ residential home on 0.53 acres. The county parcel number is 210113104017. The 1975 two਍ഀ story home is planned for demolition and redevelopment.਍ഀ The subject parcel is located within Section 13, Township 5 South, Range 80 West and at an਍ഀ elevation of approximately 8,585 feet above sea level. The project site has been evaluated for਍ഀ wetlands or jurisdictional waters of the U.S. A site visit was conducted on June 5, 2008.਍ഀ II. METHODS:਍ഀ Wetlands were evaluated by employing procedures described in the U.S. Army Corps of਍ഀ Engineers (USACE) Wetlands Delineation Manual (1987). A routine on-site inspection for਍ഀ wetland areas less than 5 acres was conducted. Wetland boundaries were based on the਍ഀ prevalence of hydrophytic vegetation, hydric soils, and indicators of wetland hydrology. Section਍ഀ III. Description of Study Area, of this report records the evaluation of the vegetation, soils, and਍ഀ hydrology of the site.਍ഀ Photographs of the study site are included in Appendix A. Field forms for the vegetation, soils,਍ഀ and hydrology are included in Appendix B. Table 1 lists the dominant vegetation observed on਍ഀ the project site. The wetland boundaries were identified in the field with flags labeled alpha-਍ഀ numerically. DESCRIPTION OF STUDY AREA:਍ഀ Climatic data for the project site is unavailable; however, values have been obtained at station਍ഀ VAIL, COLORADO (058575), located at 8,220 feet above sea level, 39°38'਍ഀ latitude and 106°22' longitude. This station is about 5 miles, straight-line distance west of the਍ഀ project site. The recorded mean annual precipitation is 21.94 inches and the mean annual਍ഀ temperature is 37.8°F, both values were averaged over 23 years of record (Western Regional਍ഀ Climate Center, 2008). Precipitation is relatively evenly distributed throughout the year, with਍ഀ slightly higher amounts occurring in February, April, September and November.਍ഀ The lot is relatively flat with a dramatic elevation break along the southern edge of the property.਍ഀ The vegetation changes from maintained lawn and herbaceous plants with willow within the two਍ഀ drainages to evergreen forest on the steep hillside to the south. Several seeps and springs were਍ഀ identified along the base of the slope, mostly off the property to the east.਍ഀ Two wetland areas have been identified. Wetland A is palustrine wetland along the eastern side਍ഀ of the western drainage and Wetland B is a riverine wetland along the western side of the eastern਍ഀ drainage. The waters from these wetlands are tributary to Gore Creek which is tributary to the਍ഀ Eagle River which flows to the Colorado River.਍ഀ 3਍ഀ Wetland Delineation਍ഀ 4918 Meadow Drive਍ഀ Soils਍ഀ The Natural Resource Conservation Service (MRCS) has not mapped the soils in the area.਍ഀ Specific observations regarding site soils and geology were provided by the consulting geologist਍ഀ Mr. Bruce A. Collins, PhD. Mr. Collins' data and direct observation has been used to develop਍ഀ the following summary.਍ഀ The regional bedrock is believed to be Cross Creek Granite near the fault contact of Robinson਍ഀ Limestone member bedrock. Above the bedrock are surface deposits composed of Pinedale Till਍ഀ that was deposited by the last of the regions valley glaciers. The Pinedale Till makes up the਍ഀ majority of the parent material and is characterized by unstratified, small to larger, semi-rounded਍ഀ boulders that generally support a hummocky topography. The resultant soils contain an `A' and਍ഀ a `B' horizon that is poorly developed with little or no clay build-up and unweathered boulders.਍ഀ Other areas are frequently covered with younger alluvial and colluvial deposits. Both of the drainages are tributary to Gore Creek which is tributary to the਍ഀ Eagle River which flows to the Colorado River. No recorded surface water data was available਍ഀ for review.਍ഀ No water was observed in the western drainage at the time of the site visit which was conducted਍ഀ in early June after an above average snow season. Evidence of a potential spring source਍ഀ contributing to this drainage was observed from a distance on the neighboring property to the਍ഀ west.਍ഀ Numerous groundwater seeps and springs originating at or near the base of the steep hillside਍ഀ south and east of the property support the wetlands associated with the unnamed eastern਍ഀ waterway. No springs were identified on the subject parcel.਍ഀ IV. RESULTS:਍ഀ Two wetlands were identified on the project site; the western wetland is a palustrine system and਍ഀ the eastern wetland is greatly a riparian riverine system. Both are supported by groundwater਍ഀ seeps and springs which form the channels present on the subject property. The soils were਍ഀ saturated at the time of evaluation and the vegetation consisted of some herbaceous facultative਍ഀ and wetland plants with a monotypic stand of willow (Salix spp.) adjacent to the drainages.਍ഀ The wetland areas were flagged in the field and labeled alpha-numerically. All aspects of਍ഀ wetlands, hydrophytic vegetation, hydric soils, and indicators of wetland hydrology, were਍ഀ 5਍ഀ Wetland Delineation਍ഀ 4918 Meadow Drive਍ഀ evidenced at the established areas਍ഀ The property is being evaluated for the potential to redevelop the site with two residential਍ഀ dwelling units.
