The exterior � � walls are required to be of one-hour fire resistive �- construction. Section 503 .2 and Table 5-A. Please O � provide a detail of the exterior wall construction 3 � indicating one-hour fire-resistive construction. � � , Architects Response: � _ Section 508, item 2. Exterior wa11 protection due to � proximity of property lines, does not apply since these ` wa11s are not affected by any proper�lr lines, the ` nearest being about 180' distant. Therefore OA believes that table 5-A does not apply. Building Official' s Decision: The 1-hour fire-resistive exterior wall requirement does not apply in this instance. Section 508, item #2, lists �nly cases where exterior wall protection is required due to proximity to property lines . Since the nearest property line is over 180' �way, the requirement does not apply. It is felt that Section 508 contains a more specific requirement than the general requirement for 1-hour exterior walls found in Table 5-A, and thus, in accordance with Section 101 .3, the more specific requirement should apply. In addition, there is not much practical value, in terms of building performance, in requiring the exterior walls to be 1-hour fire-resistive construction. As noted above, distances to property lines or other structures are well beyond any that would require protection from radiant heat, either from a fire in this building or a fire in an adjacent building. Much of the area of the exterior walls contains substantial amounts of glazing, so those portions of the exterior walls would not be fire-resistive even if the remainder of the walls were of 1-hour construction. The structural elements supporting the roof are 16" -diameter wooden columns, which should provide the equivalent of 1-hour protection for the structural elements, as heavy timber columns of at least 8" dimension are considered by the UBC to be equivalent to 1-hour fire-resistive construction, and vice versa. For these reasons, the exterior walls will not be required to be 1-hour fire-resistive - construction. �� . _ �_ - 1 ' Building Official' s Decision: Even though an exit may not be a required exit, one doesn' t know which exit (s) will be chosen and used by occupants during an emergency. Thus, the exit in question must meet all exit requirements, including an exit sign at door 109F. Item #5 Sheet E2 . 1 - Exit Illumination: The kitchen is not indicated to be provided with exit illumination lights as required by Section 1003 .2 .9 . Architects Response: Exit Illumination lights will be provided at the kitchen per section 1003.2.9. Item #6 ` Sheets A2 .2 and A5 . 1 - Mechanical Equipment Access, Service and Replacement: � The mechanical equipment is indicated to be on the 2na Story of the building and is without a stairway. Detail 4/A2 .2 does not indicate the mechanical area to be a Mezzanine in compliance with Section 507 . Please provide a design that indicates compliance with Section 1004 .2 .3 .2 Access to Exits from Individual Floors and with the 1997 Uniform Mechanical Code, Section 307 Access and Service Space. Architects Response: The space previously labeled as a Mezzanine should be considered only as a Mechanical Space, and meets the requirements of UMC Section 307. 1 in terms of access, and is exempted from having a stairway by UBC Section 1003. 3.3. 1, Exception. Also note that the rails across the open area of the space are removable to provide easier access to, and service of, mechanical equipment. Building Official' s Decision: The mechanical "mezzanine" is not considered to be either a true mezzanine or a 2nd story. It is an area housing mechanical equipment. Although a stair will not be required, a permanent ladder, as shown, is required, and the mechanical equipment loca�ed in this area must be accessible for maintenance, repair and replacement as required by Section 307 . 1, 1997 UMC. If field inspections reveal that the equipment is not as accessible as it should be, the necessary modifications or corrections will be required in the field. znitial Plan Review By: Art Hougland, Hougland &Associates � 3 Item #2 Sheet A7 . 1 - Accessible Toilet Stalls: The width of the accessible toilet stalls are not dimensioned and appears to be less than the 60-inches required by Section 1105 .2 and indicated in ICC/ANSI A117 . 1 1998, Sec. 604 . 8 Architects Response: The toilet stalls were previously not dimensioned but were laid out with the proper clearances. Please find attached a sketch for clarification. Item #4 Sheet E2 .1 - Exit Lights: Exit signs are not indicated at all required exits as indicated on your Code Summary Sheet and as required by Section 1003 .2 . 8 . Additional illuminated exit signs are required at door 109A to indicate the required 2nd exit from the Lobby through the Pavilion space. Your Code Summary Sheet also indicates door 109F to be an exit and no illuminated exit sign is indicated at this door on Sheet E2 . 1 . Architects Response: Odell Architects shall provide an exit sign at door 109A on the lobby side as noted. However, door 109F is not a required exit, but an exit requested by the Town of Bail Building Department. This exit is provided to create a safer environment in the event that this space is occupied by more people than are anticipated by the UBC _ Table 10-A. AUTOMATIC SPRINKLER SYSTEMS: If there are 100 or more sprinklers, all valves controlling the " water supply and water-flow switches shall be electrically monitored. Valve monitoring and water-flow alarm and trouble signals shall be distinctly different and shall be automatically transmitted to an ' approved central station, remote station or proprietary monitoring station. -- Sec. 904.3.1 STANDPIPE REQUIREMENTS: There is no requirement for a standpipe. -- Table 9-A FIRE ALARM SYSTEM: A fire alarm system is required. -- Sec. 303.9 The alarm system is to be as set forth in the Fire Code. Spouts of cantilevered units with knee and toe clearances shall be located 15 inches minimum from the vertical support and 5 inches maximum from the front edge. -- Sec. 4.15.2.2 3) Spouts shall provide a flow of water 4 inches height minimum. -- Sec. 4.15.2.3 4) Operable parts shall be located at or near the front edge of the unit and shall comply with 4.25.4 -- Sec. 4.15.3 5) A cantilevered unit is required to extend 17 inches minimum from - the vertical support. Clear knee space must provide a clear area of 8 inches in depth at 27 inches high and 11 inches at 9 inches minimum above the floor. -- Sec. 4.15.4.1 6 _ 6) Forward approach units shall comply with 4.2. Units in alcoves shall comply with 4.2.4.4. Units not having the necessary knee and toe clearance or clear space under them shall comply with 4.2.4 and have a clear floor space that allows a person in a wheelchair to make a parallel approach. -- Sec. 4.15.4.2 TOILET FACILITIES: 1) A 60 inch diameter unobstructed turning space is required ln the toilet room. -- Sec. 4.16.3, 4.2.3 & Fig. B4.2.3 2) Water closet shall be mounted ad�acent to a side wall or partition. The distance from the side wall or partition to the centerline of the water closet shall be 18 in. Sec. 4.17.1 3) When the accessible water closet is in a stall: The stall shall be 60 in wide minimum and 56 in deep minimum for wall hung water closets and 59 in deep minimum for floor mounted water closets. -- Sec. 4.18.3.1 If the door swings into the stall, the required depth shall be increased by 36 inches minimum. -- Sec. 4.18.3.2 & Fig. B4.18.3.1 4) The bars are to be 33 to 36 inches above the floor and shall be provided on the rear wall and on the side wall closest to the water closet. -- Sec. 4.24.2.2 & Figs. B4.17.3, B4.17.4 and B4.18.3.1 a) Side grab bar is required to start within 12 inches of the back wall and extend to 54 inches from the back wall. (The minimum length of the bar is 42 in) -- Sec. 4.17.4.1 & Figs. B4.17.3 and B4.18.3.1 ' b) The rear bar shall be 24 in long minimum, centered on the water closet. Where space permits, the bar shall be 36 in long minimum, with the additional length provided on the transfer side. -- Sec. 4.17.4.2 & Figs. B4.17.3, B4.17.4 and B4.18.3.1 5) The top of the seat on the water closet is required to be 17 to 19 inches above the floor. -- Sec. 4.17.3 & Fig. B4.17.3 6) Accessible urinals shall be of the stall type or wall hung with the rim at 17 inches maximum above the floor. -- Sec. 4.19.2 7) A clear area of 30 X 48 inches minimum is required in front of the urinal. Privacy shields shall not extend beyond the front edge of the urinal rim, unless they are 30 inches apart minimum. -- Sec. 4.19.3 8) Accessible lavatories shall be mounted with the rim 34 inches maximum above the floor and a clearance of 29 inches minimum from the floor to the bottom of the front edge of the apron. -- Sec. 4.20.2.1 & Fig. B4.20.3.1 9) It shall extend 17 inches minimum from the wall. The clear knee space shall be 8 inches in depth minimum at 27 inches minimum above the floor and 11 inches in depth minimum at 9 in minimum above the floor. The dip of the overflow shall be ignored when checking the clearances. -- Sec. 4.20.3.1 & Fig. B4.20.3.1 10) A clear floor space of 30 X 48 inches minimum shall be provided in front of the lavatory and shall extend 19 inches maximum under the lavatory. -- Sec. 4.20.3.2 & Fiq. B4.20.3.2 11) Water supply and drain pipes under lavatories shall be - insulated or otherwise treated to protect against contact. -- Sec. 4.20.4 12) The bottom of mirror is required to be within 38 inches of - the floor. -- Sec. 4.16.6 & Fig. B4.20.3.1 7 FIXTURE COUNTS: The Pavilion Space and the Pavilion Lobby are combined in order to calculate fixture numbers. The Lobby is not considered to be an accessory area. These calculations are: A3 Lobby & A2.1 Pavilion Space = 4, 0064 s.f. @30 s.f. = 135 B Kitchen and Office = 303 s.f. @200s.f. = 1 Total = 136 136 x 50°s = 68 male & 68 female - 2 fixtures per sex are required. The design exceeds the minimum requirement of Table A-29-A. GLAZING REQUIREMENTS Al1 glazing in hazardous locations is required to be of safety glazing material. -- Sec. 2406.3 & 2406.4 Locations: 1) Glazing in ingress and egress doors except �alousies. 2) Glazing in fixed and sliding panels of sliding door assemblies and panels in swinging doors other than wardrobe doors. 3) Glazing in storm doors. 4) Glazing in all unframed swinging doors. 5) Glazing in fixed or operable panels ad�acent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. 6) Glazing in an individual fixed or operable panel, other than those locations described in items 5 and 6 above, than meets all of the following conditions: " A. Exposed area of an individual pane greater than 9 square feet. B. Exposed bottom edge less than 18 inches above the floor. C. Exposed top edge greater than 36 inches above the floor. - D.
