A-pply the avalanche energies derived in rarr to a specific structure size, shape, and orientation such that design loads can be obtained. objectives "a." and .b" are obtained in the enclosed anarysis. DESIGN-AVALANCHE CHARACTERI STICS Two types of avalanches can reach. the building site: (a) dry-flowing/powder avalanches, and (b) wet-snow a-valanches. Both have been considered in the analysis of toading criteria. The powder-blast portion of the design dry-snow avalanche wirr impact the south waI1 0f the buildi-ng at ?6 n/s (58 mph)r and groducg a. slaq{ralion glere of 70 tasyf:-z. This preisure is lpproxamatery twice the rateral wind loacl used in conventional design of buildings in aqcordance with uniform nuirding coJe standards. Because powder avaranches are deep and diffu.Lr-th.pressures wiII load the entire south side of the p;;;";a structure, similar to a wind load. wet snow and/or dry-flowing avalanches wilr cross Gore creek and ascend the north bank, slowry depositing dense avaranche snow against the lower portion of th-e south luiiaing wall. This snow load will be similar to_a "hydrostatic,' road, i-ncreasing ir".-iio rbs/fa2 at the base of tne'aeposit to zero at it. top, 8 feet above grade. lrtdlt Watth,g . Aelorh?t . A0,l',rcl? Any substantial revisions to these drawings and plans may'invalidatl the loading analysis provided here. Fiqure I is a plan view and sinpry shows the direction of the appried avaranche _loads. Both powder-avalanche and wet and dry flowing avaranche loads act in the same direction and both roal only the south walr of the buirding. The stagnation pressures also load the roof structure. Figure 2 is the East Elevation view. This shows the "hy_drostatic" pressure wedge and stagnation pressure which is appried to the entire south surface. The hydrostatic pressure and the stagnation pressures do not act simultaneously. The following tabre summarizes the nagnitudes and characteristics of the avalanche loads. AVALANCHE-LOADI NG CHARACTERI STICS Load Type stagnaiion Hydrostatic THE BUILDING LOAD INTERACTION Magnitude 70 tbs/tt2 Comments Uniforn "Wind" Load lri tzo tast static toads The structurar engineer or architect should use the avaranche loads provided in t_his report to determine if the proposed structure is stable with respect to the loads. Large gliss areas facing the avalanche_are, in general, undesiraUle uiteis they are also designed to withstand the applied 1oads. As a general rure, structuraL failure can be torerated if such failure does not endanger buirding occupants or precipitate widespread failure of the structure. Buirding in any avalanche zone wi1l, of course, increase the general risk frorn avalanches because total exposure time wilr be increased. This increased risk must be undeistood and accepted for those building and living in avalanche areas. Si4cerely r. (JrrL, /l,t,pn rt "l* P4 Arthur I. Mears, P.E.I (B) L t FIGURE 2. CO 81657 Dear Mr Ni I sson : At your request I conducted a site inspection of Lot 20-4,Bighorn Subdivision, Varl, CoIorado, on April 29, I9BB. The purpose of the site study was to determine the hazard to this lot from rockfaII, debris f 1ow, and avalanches (debris and snov,), and to assess whether, in nry opinion, construction of a duplex or single-f amily bui-Iding vras f easible. The conclusions reported in thrs Ietter are site sncr-.i f i r. - anr'l therefore apply only to Lot 20-4. i;;-;;"[iJrr=:, o"uffio", ;;;avaranche processes differ greatly with location, conseguently, the conclusi.ons cannot be transferred to olher Iocations. ROCKFALL Although Lot 20-4 is located 500-to-I,?00 feet below Iimestone and sandstone outcroppings of Lhe Minturn [-ormation that wj. Il produce rockfal I , r believe the Iot itself is beyonci rockfall range. No cvidcncc cxj.sts that fal ling, rol I ing, or boundrng rocks have re.rche'd the s j.tc previously. I,'urLircrnrorc, thc energy from rockfall will be di.ssi-pated by the long colluvial fin immediately north of the I inrestone clif f , and uy trre cl.rannel of Gore Creek. DEBRTS FLOWS AND DUBRIS AVALANCHFJS Both debris flows and debris avalanches occur on the slopes above Lot 20-4, beginning below the lower Iimestone cliffs ind below the upper sandstone cliffs. Many of the downslope scars in the forest and large boulders located on the colluvijl fan near Gore creek have probably resulted from clebri. s f Iows and debris avalanches. However, these two processes tend to move at moderate velocities (I0-to-30 rnph, even on steep slopes ) , and decelcratc clui<:kiy slopcs of lcs:;cr <.;ra<liont, ,rucli ;,,,, t-5os;c soutl-r of Gore creek. 'I'heref ore, even the Iargest debris tlows ancl debris avalanches will stop in the creek. This conclusion is consistent with current rown of Vail debris-fIow and debris-avalanche mapping. ;re#-*/ Mas ll/uling . Aulonchu c AnlancAc Control Engineering SNOW AVALANCHES Both dry-snow/powder avalanches and wet-snow avaranches have been considered in this site reconnal_ssance, and both types of 'valanches can reach the site during extreme snowpack conditions..Ithough avalanches are theoretically possi-bIe at the buirding site, there is no evidence of avalanche damage on Lot ZO-4. An estimate of snow-avalanche probability was obtained by extracting cores from the 5 largest lodgepole pine trees near the site. These trees are alI located within 60 feet north of Gore Creek, were 14" to 18" in diameter, and show no avalanche damage.Tree ages obtained were 45, 46r 50, 56, and 60 years, suggesting that, for approximately the last half century no desiiuctive avalanches have reached the building site. However, application of "encounter probability" theory indicates that there exists a 36E chance tirat the "50-year" return period avalanche wi-II not occur in any randomly-selected 50-year period and there exists a 61t chance that the "I00-year" avalanche will not occur in a half century. Therefore, the presence ot these rarge pine trees does not provide convincing evidence that Lot 20-4 is beyond the range of the size avalanche that should be considered 1n design. A study of air photographs taken in 1939 indicates that the trees sampled in this study either di.d not exist or were very small at the time of the photos. The pattern of the tree distrrbution that appears in these photos i.ndicates that an avaranche may have occulred shortly before the photos hrere taken, possibly in the IYIU S. Both d ry- snow,/powde r avaranches and wet-snow avalanches should be considered in design of a buitding at this Iocation. Dry-snow,/powder avalanches can cross Gore Creek and subject a building to "powder bIast" pressures sj.milar to an intense wind gust and Iasting several seconds. A Iarge avalanche of wet snow may slide into and filI Gore Creek providing a ramp for the trairrng portion of the avalanche debris, such an avalanche event wourd subject the buirding primarily to depositional snow pressures. Tne effects of both dry and wet-snow avalanches can easiry be accommodated in building design at Lot 20-4 through reinforceinent of exposed surfaces and bracing of the buirding frame. present building design may, in fact, a Iready satisty Oesign-Ioading standards. The ciesign-loading criteria can be derived ai tollows: a. Compute the velocrties and energies of the desrEn-magnj-tude avalanche at this location; and b. AppIy the avalanche energies clerivecl in .,a.. to a specrfic structure size, shape, and orientation such that design loads can be obtained. Although neither steps "a" or "b" have been done as part of this reconnaissance study, experience with avalanche force and behgVior in t}te lilestern United States in general and Vail in part,i.eular indicates that building at thrs iocation is feasibre. I recomrnend that steps rarr and !,bu be completed prior to construction to ensure the proposed structure wi. lr safely withstand avalanche loads. This would follow currently-acceptel :ngi-neering criteria for buildrng i.n avalanche areas -and would aLso satisfy Town of VaiI requirements. Please contact me if you have any questlons.
