Sincerely,k,"#€e Town Planner RSllr {g"rn uoruo 1.+E) TO: FROM: DATE: SUBJECT: MEMORANDUM Planning and Environmental Commission Community Development Department December 16, 1993 I Proposed Community Development policy on GRFA relating to greenhouse windows in all residential zone districts This memo serves to identify Community Development's policy on GRFA calculations relating to greenhouse windows in all residenlial zone districts. Since the adoption of the amended GRFA definiiion in 1991, it has been staff's policy to define all windows which protrude from the exterior face of a building, on a residentially zoned lot, as "bay windows". Bay windows can be very large, structurally framed, and extend to, or nearly to, the ground. They may add significant mass and bulk lo a building and therefore will be counted toward the total allowable GRFA on a site. However, certain types of self-suooortino windows. hereinafter referred to as "greenhouse windows", do not significantly add to the mass and bulk of a building and will not be counted toward the tolal allowable GRFA on a site. The following criteria will be used for classifying greenhouse windows. Windows which meet the following dimensional requirements shall be considered to be greenhouse windows and shall not count as GRFA. 1. Distance Above Inside Floor Level - In order for a window to be considered a greenhouse windorv, a minimum distance of 36 inches must be provided between the bottom of the window and the lloor surface, as measured on the inside face of the building wall. (Floor surface shall not include steps necessary to meet Building Code . egress requirements). The 36 inch minimum requirement was chosen because it ' locates the window too high to be comfortably used as a window seat, and because it allows for a typical 4-foot high greenhouse window to be used in a room with an 8-foot ceiling height. 2. Proiection - No greenhouse window may protrude more than 18 inches from the exterior surface of the building. This distance allows for adequate relief for appearance purposes, without substantially adding to the mass and bulk of the building. The 18- inch allowance would also allow for a usable window sill almost 2 feet wide, considering the width of a typical exterior wall (6 - 8 inches). 3. Construction Characteristics - All greenhouse windows shall be selFsupporting and shall not require special framing or construclion methods for support, with the exception that brackets below the window may be allowed provided that they die into the wall of the building at a 45 degree angle. Submittal reouirements: The owner or authorized agent of any project requiring design approval as prescribed by this chapter may submit plans for conceptual review by the Design Review Board to the Department of Community Development. The conceptual review is.intended t,o give the applicant a basic undersLanding of the compatibility of Lheir proposal vrith the Town's Design Guidelines. This procedure is reconunended prinarily for applications more complex than single-fanily and two-fanily residences. However, developers of single-famity and two-family projects sha1l not. be excluded from the opportunity to request a conceptual design review.
