Applicant: Panela Tolleen. Dick presented the neno, reminding the Connission that on March 9, there was a public hearing to build a 3 story building on the site, and that now the application had been changed, although the origirral application was appealed to the Toun Council. The changed application would leave the passage way between the plaza and Bridge Street. The Staff was concerned that the space for pedestrians wouldnot be used because the height was only 10 ft E the alley is very n-arrorv. there was nr.rch discussion of the problen of obtaining a clear tit1e. tarr/ Rider explained the situation, saying that in reviewing the title, he found a number of clouds of title, and that one restriction in a deed nas rrunfettered ingress and egress to the Plaza and that there be no pernanent stxucture built in that area." In Looking further, he found that the surveys di&rrt natch. He suggested that the applicant be asked to show clear titLe. He added that Pistachiots and the Lodge encroach into the area. Bill Post representing the applicant stated that the olrners have a right to use rr'hat they own. The study was requested by Hr. Tim Garton, Vai I lnter- mountai n Associates, lnc. The p rope r ty was exam i ned by Lri I I iam A. Gal lant, Engineering Geologist, of Charles S. SURF IC IAL DEPOS I TS The surficial deposits of Highland l'leadows consist of terrace deposits, al luvlal fan deposlts, alluvium and colluvial deposits (rig. 2). Al luvium consisting of clay, silt' s and and I rave I was identified ln the tributary ups tream from the al luvial f an sed iments. Terrace deposits border the norLh Part of the Property alono'Gore Creek. The terrace ls composed of well-sorted sands and gravels deposlted by an ancestral Gore Creek during or immediately fol lowing the last glaclal period. Al tuviat fan depos I ts cover the terrace depos i ts in the northern part of the PioPertY. 0lder ter race depos i ts occu r and cap the gentle- to moderate slope to the south of Go re C ree k. The col luvial deposits that occur on the Highland Headows property consists of landslide deposits, slope wash deposits and mlxed colluvial deposlts. The landsllde deposlts occurred primarily In pre-historic tlme. l,l inor adjus,r.n't and settle- ment is probably occurring at present. The primary cause for these fai lures appears to be a higher ground water condi tion that occurs at the present t ime. A res idua I ground water condition is evident in the head scarps of these sl ides and causes moist conditlons and slope stabi I I ty p rob I ems in some areas. Some movements in the recent histolic past are indicated by the active scarps on the slope in the no.rtheast corner of the property (fi9. 21 . These deposlts may be reactivated by a change i n the ground water rcAime, construc t ion or other pract ices not compatible wlth the s lope. Slope wash deposits are primarily'clays and silts that were deposited by slope wash on top of the terrace deposits. These depos i t s are general ly thin. Hixed col luvial and slope wash deposits occur on steeper ------slopes and coniist of a combi-nition of slopi-wash,--CoiluviLm and soi I c reep depos i ts. All the steeper s I opes 5how some degree of generally imperceptible downslope movement. This movement is recurrent but cycl ic depending upon moisture. tempera ture and slope. The depos it th ickens downs I ope because of buildup at the base of the slope due to creep. -5- r ENG INEERI NG GEOLOGY The engineering geologic map of Highland Headows and vicinity illustrates the relative slope stabil ity and g round- wEter conditions of the area.
