Contradofs Signature PUBLIC WORKS PERMTT PROCESS How it relates to Building Permits: 1) Fill out our check list provided with a buildino permit aoplicatron. lf yes was answered to any of the above questions then a "public Way" is required, You can pick up an application at either Community Development, located at 75 $. Frontage Road or Public Works, located at 1309 Vail Valley Drive. 2) Notice sign offs for utility companies. All utilities must field verify (locate) respective utilities prior to signing application. Some utility companies require up to a 48 hour notice to schedule a locate. 3) A construction traffic control/staging plan must be prepared on a separate sheet of paper.An approved site plan may also be used. This plan will show locations of all traffic control devices(signs, cones, etc..) and the work zone, (area of construction, staging, etc..). This ptan witlexpire on oct. 1sth. and wiil need to be resubmitted for approval through the winter. sketch of work being performed must be submitted indicating dimensions (length, width & depth of work). This may be drawn on the traffic control plan or a site plan for the job. submit completed application to the Public works's office for review. lf required, locates will be scheduled for the Town of Vail Electricians and lrrigation crew. The locates take place in the morning but, may require up to 48 hours to perform, The Public work's construction Inspector will review the application and approve or disapprove the permit. You will be contacted as to the status and any that may needed. Most permits are released within 48 hours of being received, but please allow up to one week to process. As soon as the permit is processed, a copy will be faxed to Community Development allowing the "Building Permit'to be released, Please do not confuse the "Public way Permit" with a "Building Permit" to do work on a project itself. Lionshead Circle, Unif 306. Any alteration of an existing building which adds or removes any enclosed floor area is subject to review by the Planning and Environmental Commission. An addition which adds or removes any enclosed floor area of not more than one hundred leet is termed a "minor exterior alteration." This minor exterior alteration consists of a deck enclosure and window addition. The deck enclosure will add 81 square feet of GRFA. Condominium Association approval has been obtained. REVIEW CRITERIA FOR THIS REOUEST All minor exterior alterations in the Commercial Core ll Zoning District shall be reviewed according to the following criteria: All exterior alterations are required to prove that the proposal is in compliance with the purposes of the ccll Zone District as specified in section 12-7c-1; that the proposal is consistent with applicable elements of the Vail Lionshead Urban Design Guide Plan and the Vail Lionshead Design Considerations, and that the proposal does not otherwise negatively alter the character of the neighborhood; and that the proposal substantially complies with all other applicable elements of the Vail Comprehensive Plan. 1. Purposes of the CCll Zone District The purposes of the CCll Zone Districts as outlined in Section 12-7C-1are as follows: "The Commercial Gore 2 District is intended to provide sites for a mixture of multiple- dwellings, lodges and commercial establishments in a clustered, unified development. Commercial Core 2 District in accordance with the Vail Lionshead Urban Design Guide Plan and Design Considerations, as adopted in Section 12-7C-iS of this Article, is intended to ensure adequate light, air, open space and other amenities appropriate to the permitted types of building and uses and to maintain the desirable qualities of the District by establishing appropriate site development standards." Staff Response: Staff feels that this minor exterior alteration is in accordance with the purposes of the CCll Zone District. 2. Compliance with the Lionshead Master Plan Staff Response; The deck enclosure is a minor exterior alteration, having little eflect on the Lionshead Master Plan recommendations. While quality of development should be maintained and upgraded whenever possible, the scope ol the deck enclosure is minor and unobtrusive. 3. Character of the neighborhood Staff Response: Many of the decks in Lionshead Center have been enclosed. (See Figure 2.) The owner is proposing using existing materials and matching existing deck enclosures. Also, Unit 306 is barely visible, as it is located on the rear of the building, facing the ski yard. (See Figure 3.) There is significant landscaping that buffers the building from pedestrians on the pathway and from those in the ski yard. STAFF RECOMMENDATION The Community Development Department recommends approval of the request for a minor exterior alteration in Commercial Core ll for the deck enclosure at Lionshead Center, Unit 306 subject to the following finding:1. Since the site visit, he and Ray Nielson had modified fie design, creating a notch in the side of the building. This revision was supported unanimously by the statf, PEC and DRB. Conceming the parking situation, Andy summarized the research the statf had done, concluding that parking could be provided on-site in GCll, as long as the proMsion regarding 50% ot tre required parking being within the main building was met. Because of this standard, staff said that they only supported an addilion of two spacss, which would bs located within the interior of the main htiHing. Applicant: Town of Vail Planner: Tim Devlin Tim Devlin made a presentation per the staff memo and stated that this request consisted ol two parts: 1.) that the word 'front' be added back into the Zoning Code because it had been inadvertentty deleted, and 2.) hal research conducted by statf conceming 6 foot retaining walls in the front setback on sites which exceed 30% slope. Tim reported that the Code Revision Report had found hat the variance process cunently in place seemed to address these situations adequately. Kathy Langenwalter commented that houses with walls exceeding 6 feel in height was a situation due to steep sloped lots. Tlm Devlin stated that the PEC can attach conditions of approval to variance requestrs, but if wall height is only addressed by the DRB process then these conditions may not oocur. III. EXTERIOR ALTERATION CRITERIA A. Helghl and llasslng. The height of the addition will be 24 feet high. This is 1 foot higher than the rest of the commercial addition and was designed this way to allow more light and more windows to b€ incorporated into the addition. Given its location on the building and the site, slaff believes that the height ol the addition is acceptable. lt is located on the existing deck of the Alfie Packer Grill, therefore it is not immediately adjacent to any pedestrian way. Therelore, the stiaff believes that he addition of a one story element on the deck is a reasonable height and will compliment the massing of the existing building. B. Rooflng. The roof tor this portion of lhe addition will be flal. The applicants are proposing to use a tar and gravel roofing material which will be Hentical to the roofing material used on other portions of the building's flat roofs. Staff believes lhat a flat roof of this relatively small magnitude is a reasonable design solution. 2 C. Facad+wall/structures. The primary focus of the discussion ot this project at the worksession on June 14, 1993 was the transition between ths new facade style and the existing fracade. The PEC members and DRB members concuned that the proposal made by Bill Pierce at the meeting, after hearing comments about this issue during ths site visit, was acoeptable. At tris time, the deslgn includes a notch which will be located south of the entrancs into the restiaurant. lt is at this point that ths arcfiitectural styles will change. Staff believes that this is a good solution and is a logical location to make a transition from the new architectural style to the existing materials. All details will be k entical to those approved for the rest ol he commercial addition. D. Facade - Transparency The Lionshead Design Guidelines call for transparent store fronls as they are 'people attractors and give a pedestrian, open, public character to the street.' Statl believes that the design includes many windows and, in fact, has located windows in existing areas where there are cunently none. Staff believes that this will help not only he oxterior ol the building but also the interior. E. Decks and Patlos Approximately 790.8 square leet of the existing Alfie Packer deck will be removed by this addition. Statf believes that the curent deck is much larger than what works functionally and aesthetically. The deletion of this deck area is not a problem, in staff's opinion. F. Accent Elements The accents associated with this addition will be an awning for Alfie Packer, a menu box, the paving of the walkway leading to fie entrance, a sign and light fixtures. G. Landscape Elements Staff worked with the applicant earlier on the landscape design for the area in lront ol the Alfie Packer entrance. The only modification that is proposed to be made with this review is to create a serpentine edge between the landscaped area and the walkway adjacent to it. Staff believes that this is an improvement as it will creals a more natural appearance to the area. H. Servlce and dellvery. There will be no cfiange to tre way the building has been designed and the way which service and delivery is operated. SUB.AREA CONCEPTS 3 v. Three sub-area e,oncepts, numbers 10, 11 and 12, pertain to this area of the Uonshead Mall. '- 10. 'Planting islands relocated to improve store accessibility and to expand dual mallpassage for peak skier crowds.' This addition will not atfect the pedestrian traffic. 11. 'Commercial expansion (one- story) to increase pedestrian emphasis, scale of mall and improve shade-zone lacades and accessibility.' The proposal complies with this sub-area concept. 12. "Opportunity exists for expansion of hrildings, arcades, awnings, etc. to improve scale, shelter and appearance ol ommercialfacades.' Staff believes that the awning will add color, variety, and texture to fie building. VI. STAFF RECOMMENDATION Staff recommends approval of the requested changes. We believe it meets the exterior alteration criteria and is consistent wifi the Sub-Area Concepts identified in the Design Guidelines. Mr. Crowley owns a few of the tenant spaces wihin Lionshead Center and requested that he and Oscar Tang be able -l \r to Fov'rde parking on-site instead of paying into the parking fund. Staft has researched the issue thoroughly, consulted with Larry Eskwith, and has concluded that applicants may provide parking on-site in the CCll zone district. This is not the case in the CCI zone district. The parking regulations lor the CCll zone distic't require that 509" of the required parking be provided wihin a structure. As long as the total number of spaces within the parking garage does not exceed more than 5O7" of the required parking, any additional parking may be provided within the interior of the buildins. The applicant is proposing to create two compact spaces wilhin the garage by removing curlc and sidewalk and restsiping four spaces. Staff believes that this is an acceptable proposal and will reduce the total parking pay in lieu fee by two spaces or $16,000 in conjunction wih the current remodel under construction. II. Though staff supports the proposal in general, and believes that he overall improvements that are cunently under construction are excellent, statf is looking to the PEC for direction on some of the details regarding this addition. 1. ls a flat roof over this addition the most appropriate roof form? The applicants are proposing to use a tar aM gravel rooting material which will be identical to the roofing malerial used on other portions ot the building spot roots. Staff believes that a tlat roof of this relatively small magnitrde is a reasonable design solution. 2. Should a portion of fie deck be removed? Approximately 790.8 square feet of the existing Alfie Packer deck will be removed by this addition. Statf believes that the cunenl deck is much larger than what works funclionally or aesthetically. The dsletion of this deck area is not a problem, in staffs opinion. 3. What is the best way to handle the tsansition from the front of the building with its new conlemporary facade to the back of the building with the older cedar siding facade? Specific elements to focus on include lhe zinc facia band and the windo,v treatrnenB. Staff reviewed this issue with Jetf Winston, and believes that blending the various elements is the best approach. The facade that has been us€d on the new commercial addition is designed to wrap around the new Altie Packer entsance and then transition back into cedar siding. The facia band would continue beyond this point and wrap around to the south elevation where it would stop at the first indentation of the existing building. Siatf believes that this concept works better than the alternative, which would be to change from the new to the old at a single point. 4. ls the proposed awning compatible with the building? Staff is concerned about the amount of awning to be constructed around the Alfie Packer entrance. We believe that an awning hat would be located closer lo the building, that would be more consislent with the other anning forms on the rest of the building, would be a better design. This issue was discussed in he previous review, and was determined to be accaptable given he location of this entance. Straff would like to revisit the issue and discuss it with the new restaurant op€rator and new restaurant space owner. Menu boards and display boxes are allowed for he restaurant and will help wih the hlsiness identification. 5. How will the walkway from the front doors of the restaurant to the back deck function? Where are the improvements going to be located relative to the existing staircase and the edge of the deck? Stafl would like clarification ol hese issues insuring that there will be adequate room for pedestrians to walk from the front ol the buiHing to the rear, without having to go inside the restaurant. Staff would also like lo understand where he changes in materials will occur. The walkway up to the restaurant will be constructed with brick pavers. "Commercial expansion (one- story) to increase pedestrian emphasis, scale of mall and improve shade-zone facades and accessibility.' The proposal complies with this sub-area concept. 12. 'Opportunity exists for expansion of buildings, arcades, awnings, etc. to improve scale, shelter and appearance of commerdal facades.' Statf believes that the awning will add color, anC vadety to the building. VI. The west end of the building has been pro- posed in the configuration as shorm on the site plans(that is slightly different than the approved plans) prirnarily due to the location of the bathrooms at this end of the building. These bath- rooms are required by the building department and must meet handicap requirements and thus are fairly large i.n size. In order to make a pleasant entry for the restaurant space on the south side of the bul1ding, it was necessary to enlarge the space on the west by about 200 square feet. The area is substantially the same as it was pro- posed originally, attempts were made to make it appear essentially the same. No additional site coverage, no landscape areas are im- pacted by the revJ-sion, as the area is all above the building below, or on the existing deck.
