II, IMPROVEMENT LOCATION CERTIFICATE (ILC) Once a building permit has been issued, and construction is underway, and before the Building Depaftment will schedule a framing inspection, two copies of an Improvement Location Certificate survey (ILC) stamped by a registered professional engineer must be submitted.
