The proposed new construction on the site would add an upper retaining wall rurging from approximately six feet to ten feet awa)' from the existing wall and retaining approximately three feet of earth. The existing timber retaining wall varies from approximately three feet to six feet in height. The condition of the existing wall is poor. Some of the timbers have rotted to the extent where I could pull them apart with my hand. The complete construction of the wall could not be ascerlained because of the existing baclfill, so a design check is not possible. Thc new reaining wall above will add some lateral load to fis existing wall, and it is unlikely that it will be able to withstand any mor€ pressur€. It is recommended that the existing reaining wall be replaced with a similar wall designed to support the loads imposed from the new construction. The new wall may have the same overall dimensions as the existing wall, and must be constructed of treated timbers. Our proposed fee for design of a new timber retaining wall is $250.00. Ttre proposed new construction on the site would add an upper ietaining wall ranging from approximately six feet to ten feet away from the existing wall-and retaining approximately three feet of earth. The existing timber retaining wall varies from approximately three feer to six feet in height. The condition of the existing wall is poor. Some of the timbers have rotted to the extent where I could pull them apart with my hand. The completc construction of the wall could not be ascertained because of the existing backfill, so a design check is not possible. The new retaining wall above will add some lateral load to this existing wall, and it is unlikely that it will be able to withstand any more pressure. It is recommended that the existing retaining wall be replaced with a similar wall designed to support the loads imposed from the new construction. The new wall may have the same overall dimensions as the existing wd, and must be constructed of treated timbers. Our proposed fee for design of a new timber retaining wdl is $250.00. (0 An gwner nuy park no more than two (2) automotive vehicles in the designated parking areas of their respective parcel. This limitation shall not apply to parking withi o the garage etea, and is not inteuded to limit rcasonable fiucst or family use of the parking areas. l'arking of boats, trailers, campers, motorhomes or other recreational vehicles is expressly prohibited. 8. Insq{ance. Description and analysis of the debris-flow process as it may affect the proposed buildiug on Lot 12; b. Quantification of the debris flow design Parameters (velocity, impact height); and c. Recommendation of structural protection from debris flows. The results and recommendations of this study have the following limitations which must be understood by all those using the results: a. The study is site specific and cannot necessarily be applied to other sites; b. Any substantial changes to building layout, shape, or orientation may invalidate the recommendations; and c. Other geological or soil-mechanics constraints to building design are beyond the scope of this study. 2 DEBRIS FLOW CHARACTERISTICS AND DYNAMICS According to Town of Vail maps, the north-eastem portion of the proposed building locatiou lies within a high-hazard debris flow area defined as follows: "These areas can experiencc severc structural damage and possible loss of life through impact and deposition of mud, rock, and debris"' 2.1 FLOW CFIARACTERISTICS A site inspection completed on May 7, 1992 indicates that the alluvial fan, upon which the northcastern comer of the building will be located, has been formed by debris flows. Such flows at this location are a rclatively low-velocity mixture of water, mud, rocks, and entrained vegetative debris, including trees. Rows often move as distinct sutges uP to seveial fect thick and transport large rocks near the flow surfaces that can contribute to impact loading. 2.2 FLOW FREQUENCY AND HAZARD Although geologic evidence clearly indicates debris flows have occurred, evidence also indicates they are not frequent events at this site. Limestone bouiders on the alluvial fan have been in place for at least several decades (probably centuries), as evidenced by the well-developed soil surrounding the boulders. A frequency or "return period" for debris flows cannot be specified because the events on one year affect the probability of future events. ln other words, debris flows are starrstically interdependent, therefore a random distribution of flows thrcugh time (such as is assumed for floods), cannot be assumed for debris flows. However, because the geological evidence indicates flows are possible exposed building surfaces should be designed for debris-flow loading. Bccause the geological evidence also suggest flows are ftrre events, the hazard to persons outside the building and on the driveway is negligible. 2.3 FLOW VELOCITY AND LOADING PARAMETERS Debris-flow velocity and loading parameters were based on observations of flows in similar tenain throughout North America, Europe, and New Zealand, and on the assumption tbat flow energy is dissipated linearly with distance traveled on the alluvial fan. The impact-loading parameters at the buiLding site, which were used to derive the loads applied to walls shown on Figures 1 and 2, were based on the data provided in Table 1' TABLE 1. Debris-Flow Dvnamics Parameters Flow Veiocity 8 feet/second Flow Thickness 5 feet Flow density 120 lbslfC 2.4 IMPACT OF ROCKS IN FLOW In addition the flow parameters specified in Table 1, the flow may also contain rocks up to 2 feet in diameter (assumed weight of 691 pounds; mass of 21.5 "slugs"). lmpact of a boulder on a semi-rigid structural surface will differ from the "hydrostatic loads" shown on Figure 2. Point loads from the boulders can be estimated bv Eqs. I and 2: P = (M Vt K)or, and K = 48 EVL3' (1) a) where P is the impact force, M is boulder mass (2t.5 slugs), V is velocity (8 ft/sec), and K is a stiffrress factor. For a simple beam stiffness, K, can be calculated by Eq. (2), where EI is bcem bending stiffness and L is beam length. The relationships expressed in (1) and (2) indicate that flexible structural members are more efficient in resisting impact than stiff ones. The actual expression for stiffness, il will probably be different than (2), depending on final-desigg details. 3 STRUCTURAL MITIGATION FROM FLOWS Thc proposcd building can bc protccted frorn debris flows by rcinforcing walls labeled "A,n "B," and ;C; shown in Figurc 1 to a height of 5 feet above finished grade. Wall nC,' (also 5 fcet high), is rcquircd to pr€vent thc building from deflccting thc flow laterally onto other proPcrty' as rcquircd by Town of Vail ordinancc (Section 4). Figure 2 shows lateral loads on the debris flow walls. Thcse loads are nhydrostatic" and mrrst bJconsidered in dasign. tmpact loads from th€ fluid dcbris matrix at this location will bc less than tbc hydmstatic loads. Thc irnpact of rocks produce point loads discussed in Scction 2 of this report.
