Vail village west Filing No. 1, 1797 Alpine Drive, Town of Vail, Eagle county, colorado. The purpose ofour site visit was to observe the soils exposed in the foundation excavation and compare them with the findings and recommendations of the Soil and Foundation lnvestigation Report, under the same project number, dated January 4,2005. The excavation consisted ofone large bench at the bottom and three smaller benches stepping up into the lot. The excavation cuts, varied from about 4 feet on the north side to about 8 feet on the south side. The foundation excavation was below Alpine Drive. The soil exposed in the foundation excavation, was consistent with the findings and recommendations of the above- named soil's report. It consisted of brown, silty-gravelly sand with cobbles. The soil exposed in thefoundation excavation is suitablefor the recommended bearing capacity of 1500 psf. They should construct the footings on the undisturbed silty, gravelly sand with cobbles. See Foundation Recommendations. SCOPE OX'STTJDY This report presents the results ofa subsurface Soil and Foundation lnvestigation for a proposed residence to be constructed on Lot 40, vail village west, Filing l, at 1797 Alpine Drive, Town of Vail, Eagle County, Colorado. The purpose of the subsr.rface soil and foundation investigation was to detennine the engineering characteristics ofthe foundation soil and to provide recommendations for the foundation design, grading, and drainage. Geologic hazard studies are outside of our scope of services. SITE DESCRIPTION Lot 40 is ar1797 Alpine Drive in the Town of Vail, Eagle County, Colorado. The lot is on t}e north side of the road, which is the downhill side. It has steep topography. Vegetation on the lot consisted of pines and aspens. Drainage is to the north and northwest. Lot 4l (north) had a LKP Engineering, Inc. residence and lots 39 (easQ & 44 (west) were vacant. Lot 40 is vacant. PROPOSED CONSTRUCTION We understand that the proposed residence will consist of two stories, wood fiame construction with a walkout basement, on a concrete foundation. We anticipate loads to be light, typical of residential construction. If the finalized plans differ sigrrificantly from the above understanding, they should notifr us to reevaluate the recommendations of this report. F'IELD IIWESTIGATION The field investigation conducted on November 8,2004, consisted of excavating, logging and sampling one test pit. Excavation of the test pit was done with a Scat-Trak 2345, mini trackhoe. The test pit location is shown on Drawing No. l. We show the soil profile of the test pit on the Subsurface Exploration Log, Figure No. 1. Soil samples for laboratory soil analysis and observation were taken at selected intervals. STJBSTJRFACE SOIL AND GROTJIIDWATER CONDITION The soil profile encountered in the test pit was as follows: Test Pit No. I had two feet of topsoil over tlree feet of light brown, silty, gravelly sand with cobbles. Ground water was not encountered in the test pit. We sampled the soil in the test pit at random intervals. The soil samples were tested in our laboratory for grain size distribution and natural moisture content. LKP Engineering, lnc. I'OIJNDATION RECOMMENDATIONS The proposed residence should be supported with conventional type spread footings, designed for a maximum allowable soil bearing pressure of 1500 psf. The footings should be constructed on the undisturbed silty, gravelly sand with cobbles. Ground water was not encountered in the test pit at the time of our site visit. We recommend minimum width of 16 inches for the continuous footings and2 feetfor the isolated footing pads. Continuous foundation walls should be reinforced top and bottom to span an unsupported length ofat least l0 feet. We recommend a minimum of 48 inches of backfill cover for frost protection of the footing subsoils. The foundation excovation should be observed by the undersigned engineer to verify that the soil conditions encountered during construction are as anticipated in this report. The foundation excavation should be free from excavation spoils, frost, organics and standing water. We recommend proof-rolling of the foundation excavation. Soft spots detected during the proof-rolling, should be removed by overexcavation. Any overexcavation within the proposed foundation, should be backfilled, in 8 inches loose level lifu and compacted to 100% of the maximum dry density and within 2 percent of the optimum moisture content as determined in a laboratory from a Standard Proctor test (ASTM D-698). A structural fill, placed under footings should be tested by the engineer or her representatives on regular basis. SLAB CONSTRUCTION The natural on-site soils, exclusive oftopsoil and organics, are suitable to support lightly loaded slab-on-grade construction. The subgrade for the slab-on-grade construction should be proofcompacted to detect and remove soft spots. They should backfill overexcavated soft spots and other underslab fill with the on-site soil, free from topsoil and organics, or other suitable material, compacted to a minimum of 95 percent of the maximum standard proctor density (ASTM D-698). Suitable material should be free from topsoil, organics and rock fragments LKP Engineering, Inc. ) greater than 3 inches. The concrete slab should be constructed over a 4-inch layer ofclean gravel consisting of- 3/4 inch gravel with at least 50% retained on the No. 4 sieve and less than 3 percent passing the No. 200 sieve. They should reinforce the concrete slab-on-grade and score controljoints according to the American Concrete Institute requirements and per the recommendations of the designer to reduce damage due to sbrinkage. The concrete slab should be separated from the foundation walls and columns with expansion joints to allow for independent movement without causing damage. RETAININGWALLS Foundation walls retaining earth and retaining stuctures that are laterally supported should be designed to resist an equivalent fluid density of60 pcffor an "at-rest" condition. Laterally unrestrained structures, retaining the on-site earth, should be designed to resist an equivalent fluid density of40 pcf for the "active" case. The above design recommendations assume drained backfill conditions and a horizontal backfill surface. Surcharge loading due to adjacent structures, weight oftemporary stored constnrction materials and equipment, inclined backfill and hydrostatic pressure due to undrained backfill should be incorporated in the desiga. They should bry to prevent the buildup ofhydrostatic pressure behind the retaining wall. UI{DERDRAIN SYSTEM To reduce the risk of surface water infiltrating the fourdation subsoil, we recommend installation of a foundation perimeter drain (see Figure No. 2). The foundation perimeter drain should consist of a 4-inch diameter, perforated pipe, sloped to a suitable gavity outlet, or to a sump pump location, at" a ll4 inch per foot for flexible or at a l/8 of an inch for rigid pipe. The drain pipe should be covered with a minimum of 6 inches of -3l4-inch free-draining granular LKP Engineering, Inc. 6 material' Geotextile (Mimfi l40N or equivalent) should be used to cover the free-draining gravel to prevent siltation and clogging ofthe drain. The backfill above the drain should be granular material to within 2 feet of the ground surface to prevent a buildup of hydrostatic pressure. SITE GRADING AND DRAINAGE The following recommendations are general. Exterior backfill should be compacted at or near the optimum moisture content to at least 95Yo of themaximum standard proctor density under pavement, sidewalk and patio areas and to at least 90% of the maximum standard proctor density under landscaped areas. They should use mechanical methods ofcompaction. Do not puddle the foundation excavation. The site surrounding the building structure should slope away from the building in all directions. A minimum of 12 inches in the first l0 feet is recommended in unpaved areas, and three inches in the first 10 feet in paved areas. The top ofthe granular foundation backfill should be covered with a minimum of I foot of relatively impervious fill to reduce the potential of surface water infiltrating the foundation subsoils. Surface water naturally draining toward the proposed building site should be diverted around and away from it by means of drainage swales or other approved methods. The roof drains and downspouts should extend and discharge beyond the limits of the backfill. LAWNIRRIGATION It is not recommended to introduce excess water to the foundation soils by installing sprinkler systems next to the building. The installation of the sprinkler heads should insure that the spray from the heads will not fall within l0 feet of foundation walls, porches or patio slabs. Lawn irrigation must be controlled. LIMITATION This report has been prepared according to locally accepted Professional Geotechnical Engineering standards for similar methods of testing and soil conditions at this time. There is no other warranty either expressed or implied. The findings and recommendations of this report are based on field exploration, laboratory testing of samples obtained at the specific locations shown on the Location Sketch, Drawing No.l and on assumptions stated in the report. Soil conditions at other locations may vary, which may not become evident until the foundation excavation is completed. If soil or water conditions seem different from those described in this report we should be contacted immediately to reevaluate the recommendations of this report. BACKGROUND On June 15, 2005, the Design Review Board unanimously approved a new single family residence at 1797 Alpine Drive, which is a cunently vacant lot. The proposal included the placement of a garage within the front setback. The applicant is requesting a variance to locate Gross Residential Floor Area within the front setback on the lower level. The lot is zoned Primary/Secondary Two-Family Residential, in which district a reduction in allowable site coverage is placed upon any lot which has an average slope beneath (30%). The existing lotsize n the criteria designating lots with excessive slopes over 30%). The applicant's request stems from both the excessive slopes on the Lot which result in a stricter site coverage regulation and the desire to keep site disturbance at a minimum by utililng living space within a building footprintthatwould remain equally-sized at the front of the Lot, regardless of this request. Desion Review Board: Action: The DRB has no review authority on a variance, but must review any accompanying DRB application. Town Council: Actions of the Design Review Board orthe Planning and Environmental Commission may be appealed to the Town Council or by the Town Council. Consideration of Factors Reoardino the Setback and Parkinq Location Variances: 1. The relationship of the requested variances to other existing or potential uses and structures in the viclnlty. This lot is located in a neighborhood of lots which sizes generally fall below 10,000 square feet. Additionally, many of the lots within the neighborhood include areas of excessive slope (greaterthan 30%). Several lots within the general vicinity of Lot 40 have been granted similar variances due to their location on steep slopes. Because the garage would be constucted within the front setback regardless of this variance request, the visual aspects of locating GRFA beneath the garage are minimal, since the proposed square footage is mostly below grade. The effect of the requested variance on light and alr, distribution of population, transportation and traffic facilities, public facilities and utilities, and public safety.
