VIII .CONCEPTUA]., D+N REVIET{ A.Submittal recruirenents: The owner or authorized agent'of any project requiring design approval as prescribed by this chapter may subnit plans for conceptual reviewby the Design Review Board to the Department of Community Development. The conceptual review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town, s Design Guidelines. This procedure is recommendedprimarily for applicatLons more complex than single-family and two-family resldences. However, developersof single-fanily and two-fanily projects shall not be excluded from the opportuni-ty to reguest a conceptualdesign review. Conplete applications must be submitted10 days prior to a scheduled DRB neeting. The following information shafl be sgbmitted for aconceptual review: 1. A conceptual slt,e and landscape plan at a minimumscale of one lnch eguals twenty feet; 2. Conceptual elevatlons showing exterior naterials and a description of the character of the proposedstructure or structuresri 3, Sufficient information to show the proposal complies with tbe development standards of the zone district in which the project is to belocated (i.e: GRFA, site coverage calculations,nunber of parking spaces, etc.)t 4. Completed DRB application form. Procedure: Upon receipt of an application for conceptual design review, the Department of Comnunity Development shall review the subnitted materials forgeneral conpliance with the appropriate requirements ofthe zoning code. ff the proposaf is in basic compliance with the zoning code requirements, theproject shall be forwarded to the DRB for conceptualreview. BACKGROUND On December 7, 1983, Ordinance No.45, Series of 1983 imposed the Ski Base\Recreation Zone District on this site. Vail Associates, Inc., has submitted an application to amend the Development Plan of the Ski Base\Recreation Zone District, in order to allow lhe construction of two new ski tows in this area. II. DESCBIPTION OF THE REQUEST The two lifts to be installed in this area include a 'maglc carpet" and a poma. The 'magic carpet" is a conveyor belt system, extending 76' in length and gaining 9' in vertical height. On each side of the conveyor belt will be a four-foot wide deck. On either end, there will be platforms. lt is intended to be used for beginner skiers in the children's ski school. lt is designed so that it will be approximately flush with the snow. Vail Associates estimates that the snow pack in this area is approximately 3'. Therefore, during the summer months it will appsar to bs 3' off the ground. The decks and platforms that surround the conveyor belt will be covered with "indoor-outdoor'carp€ting. Vail Associates is open to suggestions as to the best color to be used for the carpeting. The "magic carpet' will be located in the general area between the Children's Center and Ski Club Vail. The poma lift is proposed to be located on the westem edge of the Gold Peak base area. (Please see attached site plan.) lt will be approximately 530' long with an elevation gain of 60'. This lift is in lhe same general location as the Mighty-Mite lift that was approved last fall but never built. VA decided that a lift that was more user friendly than the Mighty Mite would be better in this area. The poma will have h,vo terminals and three towers with the maximum tower height being 22'. The towerc will b€ palnted gray to match he other VA lifts. III. ZONING CONSIDERATIONS Ski lifts are a permitted use outrside the main building, according to the approved Development Plan in the Ski Base\Recreation Zone District. An amendment is required in order to allow a new lift. The Ski Base\Recreation Zone District is more closely associated with lhe Special Development District than any of the other zone districts in the Town of Vail. The approved Development Plan for the Ski Base\Recreation District, in conjunction with the design slandards\criteria for evaluation, establishes the requirements for development and uses for the property. IV. DESIGN STANDARDS\CRITERIA FOR EVALUATION The development plan for the Ski Base\Recreation Zone District shall meet each of the following standards, or demonstrate that either one or more is not applicable, or that a practical solution consistent with public interest has been achieved: A. The developer wlll provlde a buffer zone In arEag where the Skl Base\Recreatlon Dlstrlct boundary ls adlacent to a resldentlal use dlstrlct boundary. The buffer zone must be kept free of bulldlngs or structures, and must be landscaped, screened to protect lt by natural features so that adverse effects on the surroundlng areas are mlnlmlzed. Thls may requlre a buffer zone of sufflclent slze to adequately separate the proposed use from the surroundlng propertles In terms of vlsual prlvacy, nolse, adequate llght, alr, alr pollution, slgnage, and other comparable potentlally incompatlble tactors. The proposed poma lift will be located adjacent to the Mill Creek residential area which is zoned Primary\Secondary Residential. There are two residenlial lots in particular which are in close proximity to the proposed lift location. These include the Brown residence and the Higby residence. The Brown residence is approximately eighty feet from the proposed lift, at the closest point. Joe Macy, with Vail Associates, has been working directly with the property owners to ensure that the lift will not negatively affect these parcels. As a result of their efforts, Vail Associates agreed to shift the lift 35' to the south and to plant two spruce trees, seven feet in height, to screen the base of the lift. The revised location allows for a distance ol forty feet from the lift to the property line at the closest point. The Higby residence is located at a greater distance from the propeff line. In addition, the lift is angled in such a way that there is more separation from it and the Higby residence than the Brown residence. With these changes, the proposed use is adequately buffered. Functlonal open spaoe In terms of: optlmum preservatlon of natural features (lncludlng trees and dralnage areas), recreatlon, vlews, convenlence, and tunctlon. Under the proposed alignment of the two lifts, no trees or shrubs will be removed. The proposed poma lift will span Mill Creek. This does not appear to be a problem to staff since the applicant currently covers Mill Creek during the winter months to provide a smooth surface for skiers. This is done by taking sections of culvert which have been cut in half and laying them over the stream bed. These sections of culvert are removed each spring prior to spring runoff. A slight amount of fill may be required to smooth out the surface underneath the lift. lt may be possible that snow can be used to smooth out this covering. Some grading and excavation will occur in installing each of the towers and both of the terminals. Approximately one year ago, the Town reviewed a proposal from Vail Associates to amend the Development Plan to allow for the Mighty Mite lift. This was proposed to be located in the same alignment as the poma lift proposal. At that time, staff was recommending that Vail Associates shift the lift south and uphill, in order to reduce the impact on lhe views from the homes adjacent to the lift. Because Vail Associates has already agreed lo do this for the poma, staff believes that the criteria of view preservation has been adequately addressed. The "magic carpet", in statf's opinion, will not affect natural features such as trees or drainages and will not negatively impact open space use or function. D. The varlety ln terms of houslng type, densltles, facllltles, and open space. The applicant's request will have no impact on the criteria listed above. E. Prlvacy In terms ot the needs of: Indlvlduals, famllles, and nelghbors. Given the location of the homes in the Mill Creek Circle area lo the Gold Peak Base area, it is impossible to entirely mitigate the impact of the ski area operation and completely preserve the privary of the neighbors. However, we believe that VA's effort to work with the most effected parties provides as much privacy as can be reasonably expected, given the fact that the lots are adjacent to a public ski area. The "magic carpet' is not located in a place which will impact the privacy of lodges or residences. F. Pedestrlan trafflc ln terms of satety, separatlon, convenlenoe, acoess to polnts of destlnatlon and attractlveness. It has been pointed out that this poma will be sited in such a way that skiers who want to use this lift will be required to walk across the lower portion of the Chair 12 run, where many beginning skiers willbe skiing down to the lift line for Chair 12. Staff believes that the applicant should direct access to the poma around to the north of Chair 12 so that there is not a conflict between poma users and Chair 12 users. The "magic carpet" location does not conflict with any pedestrian lraffic and is set conveniently next to the Children's Center. G. Bulldlng type In terms ot approprlateness to denslty, slte relatlonshlp and bulk. This proposal will not have an impact on these criteria as no buildings are proposed. H. Landscaplng of the total slte In terms of: purposes, types, malntenance, sultablllty, and affect on the nelghborhood. Staff believes that the two seven foot tall spruce that the applicant has agreed to plant to buffer the impact of the poma from the Brown residence will adequately buffer the use. Stalf believes that landscaping is not needed around the 'magic carpet.' V. STAFF RECOMMENDATION Statf recommends approval of the request to amend the Development Plan at the Gold Peak Ski Base to allow the proposed poma lift and 'magic carpet' subject to the following condition: 1. The first project is the "Magic Carpet," which is a @nveyer belt system for children and beginner skiers. The "MCn would be insalled in an excavated site between the Children's Skiing Center and Ski Club Vail. The "MC" will be 76 ferlt long and will service a slope with a vertical drop of 9 feet. The students will step on to the "MCn and be canied to the top of the slope, where they can continue to practice straight running and wedges, etc. I have attached some color Xeroxes showing what Breckenridge's "MC" lools like. Also attached is a color Xerox showing the approximate location of the "MC" situated between the Children's Skiing Center and Ski Club Vail. Enclosed are samples of the belting material; #54 is the color and type which will be used. Samples of the'indoor-outdoor carpet to be used on either side of the belt itself are attached; we plan to use the "Brooklyn" sample. A site plan and engineering plan are included with this submittal. A sketch is provided which shows an end view of the system. There should be no visual impact by the "MC." The second project that will require an amendment to the Golden Peak development plan is the proposed installation of a platter lift along the boundary of Golden Peak site west of chair 12. The lift will be installed on the same general alignment as the Mitey-mite lift which was approved last summer but never built. The platter lift will be more user-friendly than the Mitey-mite. The platter lift will be loaded on the left-hand uphill side. It will have two terminals and three towers and maximum tower height will not exceed 22 fet. A preliminary profile, engineering plan and site plan are attached for your information and review.
