RE: Opinion Letter — 1 Hour Structural Steel for Talisman Lodge Thanks for your call today. Your requirement is one that is common to us. A review of our performance results shows that Contego Passive Fire Barrier Latex can satisfy your requirements with no modification to your assembly. Your code officials are skilled at interpreting this data and can help you with this. This engineering judgment sets forth our recommendations and assists in the development of an analysis of our data to support code approval for your application. This is important because Contego, as the manufacturer of the product, has expansive insight into the performance of our coatings on various substrates. You are trying to create both 1 hour ratings on the structural steel in your project as illustrated in your drawings. Your goal assumes a standard ASTM-E119, UL-263 time/temperature curve. Specificallv Applicable Data (Protection of Steel Infrastructure) • For data on our coating over steel, refer to the ASTM-E119/UL263 on flat steel, which shows 2 hours and 7 minutes on that substrate, obviously far more than the one hour requirement you have cited. • Our most recent steel data (attached) clearly illustrates the ability of our coating to protect steel members for longer than your requirement, going well over 2 hours without failure when the test was terminated. Note that all of our steel tests are conducted to nine standards (UL, ULC, ASTM, UBC, NFPA, ANSI, BS, CEN and ISO) simultaneously as noted in the prolog. • Our DIN 1402, Part 8 shows equally useful results with a duration of 95 minutes under the much tougher DIN time/temperature curves and lower failure temperatures. Also, keep in mind that those results were achieved with less than 60 mils (1500 microns). • Our most recent test on the effect of an acrylic enamel top coat is extremely useful in your application. Normally, a top coat of any type on a fire resistant coating can severely impair or even neutralize the fire resistant properties. Contego, however, is a very unique formulation as shown in the test data provided. Data from a recent test is attached. It shows that the use of an exterior grade acrylic enamel, which is required on your project since it is exposed to the environment, increases fire resistance and thermal transfer by an additional 25% — 32%, again going well over 2 hours without failure when the test was terminated. • Our toxicology data shows zero toxicity either in the can or during a fire. Our VOC data shows levels too low to detect. • Our adhesion data, using both the ASTM ribbon-cut and cross cut methodologies should exceptional adhesion and the inability to mechanically separate our coating from primed steel. a � Finally, our aluminum test, which is most like your materials, shows more than 2.25 hours duration. However, note that the thermocouples went flat after 18 minutes and remained unchanged until the test was terminated. The obvious indication is that the test would have gone much longer if we had continued. As a suggestion for an anecdotal demonstration of this performance, apply two coats of Contego to a specimen of .025 aluminum. Although only 5% of the density used in the lightest specimens in your design, it can withstand a direct assault with a MAPP gas torch indefinitely without damage. By contrast, the untreated side will be completely destroyed within 20 seconds. Accordingly, we recommend 35 mils (dft) of Contego with two coats of acrylic enamel as the finish for 1 hour. The thickness required for the Contego product should be attainable with four passes for 1 hour. However, that depends on ambient temperature and humidity. I recommend a first coat of 10 mils wet, which will dry to 5 mils. The next three coats should be applied at 20 wet, each of which will dry to 10 for a total of the 35 mils recommended. Since our data indicates better than 2 minutes per dry mil applied, this will far exceed your requirement, but we will opt to err on the side of conservatism. Examine substrates, areas, and conditions, with Applicator present, for compliance with requirements and other conditions affecting performance of work. 1. Praeed with application only afier unsatisfactory conditions have been corrected and surfaces to receive paint are thoroughly dry. 2. Start of painting will be construed as Applicator's acceptance of surfaces and conditions within a particular area. D. Coordination of Work: Review other Sections in which primers are provided to ensure compatibility of the total intumescent paint system for various substrates. On Architect's request, furnish information on characteristics of finish materials to ensure use of compatible primers. PREPARATION E. General: Remove hardware, hardware accessories, plates, machined surfaces, lighting fixtures, and similar items already installed that are not to be painted. If removal is impractical or impossible because of size or weight of item, provide surface-applied protection before surface preparation and painting. F. After completing painting operations in each space or area, reinstall items removed using workers skilled in the trades involved. Cleaning: Before applying coatings or other surface treatments, clean subsb�ates of substances that could impair bond of intumescent paint systems. 1. Schedule cleaning and painting application so dust and other contaminants will not fall on wet, newly painted surfaces. G. Sufiace Preparation: Clean and prepare surfaces to be painted according to manufacturer's written instructions for each particular substrate condition and as specified. Coordinating shop-applied primers with finish coats is critical. See "Coordination of Work" Paragraph in "Examination" Article. If compatibility problems develop, it may be necessary to provide barrier coats over shop-applied primers or to remove primer and reprime substrate. H. Material Preparation: Mix and prepare paint materials according to manufacturer's written instructions. 1. Maintain containers used in mixing and applying paint in a clean condition, free of foreign materials and residue. 2. Stir material before application to produce a mi�ure of uniform density, and as required during application. If necessary, remove surface fiim and strain material before using. 3. Use only thinners recommended by manufacturer and only within recommended limits. Tinting: Tint each undercoat a lighter shade to simplify identification of each coat when multiple coats of same material are applied. Tint undercoats to match color of finish coat, but provide sufficient differences in shade of undercoats to distinguish each separate coat. APPLICATION J. General: Apply intumescent paints according to manufacturer's written instructions. Use applicators and techniques best suited for substrate and type of material being applied. 1. Do not paint over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions detrimental to forming a durable paint film. 2. Provide finish coats that are compatible with primers used. 3. The term "exposed surfaces" includes areas visible when permanent or built-in fixtures and similar components are in place. Extend coatings in these areas, as required, to maintain system integrity and provide desired protection. 4. Paint surfaces behind movable equipment and furniture the same as similar eacposed surfaces. K. Scheduling Painting: Apply first coat to surfaces that have been cleaned, pretreated, or otherwise prepared for painting as soon as practicable after preparation and before subsequent surface deterioration. 1. Film thickness required is the same regardless of application method. Do not apply succeeding coats until previous coat has cured as recommended by manufacturer. If sanding is required to produce a smooth, even surface according to manufacturer's written instructions, sand between applications. 2. If undercoats, stains, or other conditions show through the final coat of paint, apply additional coats until paint film is of uniform finish, color, and appearance. Give special attention to ensure that edges, corners, crevices, and exposed fasteners receive a dry film thickness equivalent to that of flat surfaces. 3. Allow enough time between successive coats to permit proper drying. Do not recoat surfaces until paint has dried to where it feels firm, does not deform or feel sticky under moderate thumb pressure, and where applying another coat of paint does not cause the undercoat to loose adhesion. L. Application Procedures: Apply coatings by brush, roller, spray, or other applicators according to manufacturer's written instructions. 1. Spray Equipment: Use airless 5pray equipment with orifice size as recommended by manufacturer for material and texture required. (See above). M. APPLICATION PREPARATION �e RECOMMENDED EOUIPMENT • VERY IMPORTANT: This product must be mixed thoroughly before application. We recommend using a mixing paddle with power drill for a minimum ot three (3) minutes at highest speed. Concentrate on the bottom of the bucket periodically moving to the middle and top areas. Product is properly mixed when: (1) there are no solids attached to the paddle after mixing at the bottom and (2) the paint shows a uniform consistency when mixed at the surface. • DO NOT dilute or thin this product with any other liquid. • This product may be applied as any other high quality latex based paint: brush, roller, airless spray - either gravity feed or suction, or compressed air sprayers. • Surfaces must be clean, dry, and free of any grease, oils or other contaminants. Previous layers of paint must be solidly adhered to the surface with no Flaking, chipping, or cracks. Bare steel should be primed with red oxide primer or its equivalent. • Spraying is the recommended method of application. The minimum recommended spray setup is 2500 psi (172 bar) with a.015 inch tip (.38 mm). All Contego test applications are performed using a Greco XR5 with a.017 inch tip (.43 mm). • Optimal application temperoture is 85 degrees F(29 C); do not attempt application below 55 degrees F (13 C). 3. SPECIFIC APPLICATION INSTRUCTIONS • Coverage: All coverege retes (except steel, below) are expressed on a�per coaY basis. A single coat is applied at a rate of 130 sq feet (12 sqm) per gallon. This is equivalent to a wet coat of 12 miI (.30 mm) that will cure to a dry coat 7 mil thick (.18 mm). While under ideat conditions it is possible to apply a single coat of up to 20-22 mil (.50-.55 mm) wet, two thin coats are recommended to prevent the possibility of crecking while curing. • Sheetrock (gypsum), OSB (orientated strand board), plywood, structural lumber, and SIPs (structural insulated panels): Requires two coats; the second can be applied when the first is dry to the touch. Full curing of both coats takes 72 hours. • Polyurethane foam insulation {PUF): Also requires two coats but special consideration needs to be given to the condition of the foam's surface prior to application. Age, type, and method of application affects the surface porosity of PUF. Field testing has shown that unless the foam is newly installed and uncut it ca� absorb a significant quantity of paint. In these cases priming with a quality latex primer/sealer such as Zinnser's Bullseye 123 is recommended. • Structural steel: A final dry film coating of 70 mil (1.8 mmj is recommended for adequate protection. Under proper conditions it is possible to achieve this with 6 coats of 20 mil (.50 mm) wet. Under less than ideal conditions, it may be necessary to apply more than 6 coats at a lesser thickness until a total of 120 mil wet (3mm) is achieved. In all cases the next coat may be applied when the prior is dry to the touch. • Top coating is optional. To add color or sheen to surfaces Contego PFB may be top coated using virtually any alkyd, or enamel paint as soon as the intumescent coating is dry to the touch. To top coat with acrylic or latex spray or roll initial color coat DO NOT RE ROLL OR TOUCH UP until initial color coat is dry. Failure to wait tor first color coat application of acrylic/latex to dry may result in the color coat smearing or rolling off on the roller. Once first color coat of latex/acrylic is dry apply second coat. Top coating does not reduce intumescent capability. • Tinting is possible to pastel shades only. Limit tint to 10% of paint volume. EXECUTIVE SUMMARY On November 12, 2007, Mr. Brandon Sinkbeil of DS Consulting, Inc. (DSC) performed an inspection and limited asbestos sampling at 62 East Meadow Drive in Vail, Colorado in order to identify potentially hazardous friable and non-friable asbestos containing materials (ACM) within the above-referenced, condominium units. Mr. Sinkbeil performed asbestos bulk sampling of various surfacing materials on sheetrock in a total of twelve (l2) locations. All twelve (12) bulk samples were analyzed by Reservoirs Environmental, Inc. with nine (9) laboratory results testing positive, between Trace and 6%, for Chrysotile (see Appendix A for laboratory results and Appendix B for a map showing sample locations). I. Introduction An inspection and bulk sampling for ACM was conducted at 62 East Meadow Drive Unit 302 in Vail, Colorado by Mr. Brandon Sinkbeil on November 12, 2007, at the request of Mr. Rob Faddick with Alliance Restoration. Mr. Sinkbeil is a Colorado State Certified inspector, and has EPA Accreditation #13442. The purpose of the inspection was to identify, samp(e and assess potentially hazardous friable and non-friable ACM in a the single-family residential condominiums referenced above where a remodel is scheduled. II. Structural Design The residence is a wood-framed, split-level condominium within a larger, concrete-form condominium building. III. Sampling and Analytical Procedures The inspection and assessment were conducted by an EPA and AHERA accredited Inspector qualified by experience, education and training in the recognition of potential ACM and approved bulk-sampling techniques. The asbestos bulk sampling was conducted on suspect ACM with a limited number of bulk samples being collected in the split-level condominium scheduled for renovations. The inspection and assessment were performed in accordance with Environmental Protection Agency/AHERA recommended procedures. These procedures call for the visual inspection of the area of concern and collection and analysis of representative bulk samples of suspect material. Some minor destructive sampling was conducted. Walls, columns and perimeter pipe chases were not broken into in order to locate and quantify suspect ACM. It should be noted that additional ACM might be (ocated in other inaccessible areas. Random bulk samples, representative of the suspect asbestos-containing building materials (ACBM) of each homogeneous area (HA), were collected according to the guidelines published as Environmental Protection Agency (EPA) Final Rule: Title lI of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654 and in compliance with 40 CFR, Part 763. Representative sampling is based on the following criteria: 1. The distribution of the suspect material throughout the HA. 2. The suspect material's physical characteristics and application. 3. Random sampling patterns determined for each HA. Suspect materials sampled and analyzed should be considered to be representative of materials in each HA if: 1. They exhibit similar physical characteristics; and 2 2. The application of the sampled material can be correlated to the application of unsampled material. Bulk samples collected were ana(yzed utilizing the EPA's Method for the Determination of Asbestos in Bulk Building Materials (EPA 600/R/] 16, July, 1993) and the McCrone Research Institute's The Asbestos Particle Atlas as methods references. Analysis of the bulk samples was performed on the "date reported," as listed in the bulk- sample analysis report. IV. Notes on Report Format Suspect materials alike in appearance and application were sampled as HAs. Suspect materials were divided into three classifications: Surfacing material: sprayed or troweled onto structural building member. Thermal systems insulation: any type of pipe, boiler, tank, or duct insulation. Miscellaneous: other suspect materials, including flooring, ceiling tiles, insulation, and finishing materials. Condition assessments were performed by the accredited inspector at the time of inspection. Condition assessments are listed in the following section. Ratings of "good", "damaged", and "severely damaged" are meant to indicate the overall condition of the material. A material in "good" condition has no visible damage or deterioration, or showing only very limited damage or deterioration. A material in "damaged" condition has the following characteristics: The surface is crumbling, blistered, water-stained, gouged, marred or otherwise abraded over less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized). Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence. A material in "severely damaged" condition has one or more of the following characteristics: The surface is crumbling or blistered over at least one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized). One tenth (one quarter, if localized) of the material is hanging from the surface, deteriorated, or showing adhesive failure. • Water stains, gouges, or mars are over at least one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized). Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence. Response-action recommendations for asbestos containing HAs are also listed in the following section. Recommendations may be for more than one HA, if materials are alike. Recommendations are either "general" or "immediate." An immediate recommendation indicates an imminent hazard exists and should be addressed as soon as possible. V. Inspector Comments ACM was identified during the bulk sampling conducted at the split-level condominium located at 62 East Meadow Drive Unit 302 in Vail, Colorado. A total of twelve (12) bulk samples were collected from the above-referenced residence. The three samples collected from the ceiling tiles in the hallway tested negative for asbestos. All nine bulk samples collected from the sheetrock within the condominium tested positive (between Trace and 6%) for asbestos (see Appendix A for laboratory results of bulk samples). VI. Asbestos-Containing Homogeneous Area Descriptions and Sample Locations The following section contains sampled HA descriptions and sample locations (see Appendix B for locations where bulk samples were collected). Percent-asbestos content for each sample indicated can vary depending on sample locations, homogeneity of the materials, and type of application. Recommendations Immediate: The laboratory results of the potential ACM sampled at 62 East Meadow Drive, Unit 302 in Vail, Colorado, indicated that all nine (9) bulk samples collected from the sheetrock in the split-level condominium were reported as positive for asbestos. According to the laboratory analysis, the plaster surfacing material sampled contains between a trace and 6% Chrysotile. Consequently, any sheetrock within the split-level condominium located at 62 East Meadow Drive in Vail should be assumed to contain asbestos. Therefore, abatement activities are recommended at this time on all ceilings and walls that are scheduled for removal in the remodeling. Because the quantities of ACM to be abated are greater than the regulatory trigger levels of 50 ]inear feet on pipes, 32 square feet on other surfaces, or the volume equivalent of a 55-gallon drum, an abatement contractor must remove the material including formal notification to the State of Colorado Department of Public Health and Environment prior to abatement of the ACM. DSC recommends that when ACM is removed/abated, that only a Colorado-licensed asbestos abatement contractor using personnel trained in the handling of ACM be allowed to conduct such activities using appropriate methods (HEPA-filtered vacuuming, wet cleaning methods, respiratory protection, protective clothing, personnel decontamination, pressurized-enclosures, air monitoring, etc.).
