Upon your suggestion, I met with Mike McGee after our discussion and explained to him the concems with the Golden Peak Pavilion area. He seems to understand that this structure will be used for a one-time, one-day event, only because the structure is there. Currently there is a top cover and one end wall up on the tent. The rest of the walls will be left off until sometime next week. Mike's major concems are occupancy with the walls in place. Also, not having fire protection access to the facility. During the summer there are several different routes to reach this area. Lauren, if it would not be too much of a problem, could you draft a memo or letter stating that it would be appropriate to use the Golden Peak Pavilion site on Saturday, September 20, 1997, or on Sunday, September 2l as a back up weather day? Would you also be able to include a line about not affecting the 180 day occupancy for winter use? Your help in this matter is appreciated. Therefore, we will abut the asphalt bike path with the face of stone, and hold off such installation at Mill Creek until such time as the head wall issue is resolved. As per our discussion this morning, the concrete section of the bike path will be asphalt with a 2 foot grass transition to the face of Apres Ski stone wall. The exact location of the bike path as it transitions over Mill Creek will be determined by the headwall location where the creek enters the concrete culvert, whether at its present as-built condition or at a new headwall location up stream. Since the TOV is maintaining its position concerning traffic flow through the parking lot as directed by the planters. RE: July3l,l996 Ms. Lauren Waterton Community Development Department Town of Vail 75 South Frontage Road West Vail CO 81657 Golden Peak Base Facility Site Development/Off-Site Improvements Clarification Of Handicap Ramp Details Dear Lauren: It has recently come to my attention that there may be some confusion on the part of cenain members of the Town Staffwith regard to the intended and approved detail for the required handicapped ramps related to curb cuts at the above referenced project. The purpose of the correspondence is to clarifo that Vail Associates, Inc. intends to install color impregnated concrete handicap ramps in all locations, as indicated on the approved development plans, within our project site and along Vail Valley Drive. The concrete handicap ramp detail is consistent with drawings which are approved by the Design Review Board and the Building Departrnent. It is our position that we are not obligated to install the required ramps with a brick paver finish, as has been recently suggested by the Town Engineer. This matter was specifically discussed with the Design Review Board and a well informed decision was made months ago. Our project team is committed to completing the project site and off-site improvements in accordance our schedule and prior to the start ofthe 199619'7 ski season. Vail, CO 81657 Golden Peak project - tent pavilion Dear Lauren: I received your message Tuesday regarding the size ofthe Golden Peak tent pad' My understanding is that the current tent pavilion plan submitted by Vail Associates for the Golden Peak ski yard consists of a concrete foundation pad of approximately 40 feet by 100 feet' in contrast to the approved site plan which depicts a pad with dimensions of40 feet by 80 feet. I have now spoken with Chris Ryman, Jack Hunn and Rick Caudel regarding this deviation from the approved plan. My understanding for the proposed change is that the original ptan of a 40' x 80' pad mirrored the dimension of the canvas tent rvhich has been used seasonally for ski race events. This tent was primarily for organizing activities, seating, service of food and shelter for race participants and observers. The tent size of 3,200 square feet was adequate for groups of approximately 250 people calculating usage at 12 square feet per person per seat. In addition to the shelter provided by the tent, during ski race events for groups of this size, outdoor barbecue grills, service equipment and portable toilets were frequently placed in the ski yard to serve these guests. The toilets, grills and equipment were uncovered, exposed to the weather, and clearly visible to surrounding properties and the public. The enlarged pad and tent depicted in the current proposal have increased the concrete slab and the tent coverage by roughly 20 linear feet (800 s.f.) to move the toilets and food equipment under the tent and out of view to the pubtic and surrounding properties. Mcuntain Operations personnel feel this is an improvement for the aesthetics ofthe ski yard and our guest services. The toilets and equipment contemplated are modular and are removable with the tent. We ask that staff approve this change as a minor modification to the approved plan. On the other hand, if this alteration is not acceptable to you we will continue to leave the portable facilities exposed during race operations as in years past. CO 81657 Golden Peak project - Outdoor Pavilion Dear Lauren: As you are aware, for quite some time Vail Associates has erected a seasonal tent at Golden Peak for ski races and related events and a component of the new Golden Peak project approved by the Town Council in December, 1995 was a concrete pad or foundation in the ski yard together with a tent or a permanent pavilion to be subsequently approved by the Design Review Board. After discussions internally and with DRB in public session, but without separately informing the surrounding neighbors, Vail Associates submitted a design to DRB in the spring of this year for a permanent pavilion. The plans for the pavilion were approved by DRB, subsequently revised and enhanced by VAI, and approved again by the DRB. Mr. Harley Higbie, Jr, and other neighbors or neighborhood representatives have objected to the pavilion's design and Mr. Higbie has filed an appeal of the DRB approval of the pavilion as designed. This appeal is scheduled to be hear by the Council on September 3rd, 1996' It is not our intent to promote a design solution for this structure which is substantially at odds with the interests or concerns of the surrounding property owners without further coordination and dialogue with them. In tight of the obvious concern demonstrated and articulated by these owners we ask to withdraw our plans for the above grade pavilion structure as approved by DRB. We wish to proceed and pull a building permit for only the Council and DRB approved concrete pad or foundation, together with the requisite site work and underground utilities, This ski season we intend to use a tent as in the past on the new foundation for the race events held at Golden Peak and understand that in restricting our application to the limited approval of the foundation pad we must resubmit an application to the DRB for such a tent. We will submit a new application for a tent design as soon as possible and will coordinate with and copy the neighbors on the proposed tent design. We further understand that some in the neighborhood and on planning staff find a temporary tent unattractive and we are amenable to renewing discussions with the neighborhood and staff concerning alternate pavilion designs at an appropriate time in the future. Our home on Mill Greek Circle will look directly at this structure, thus negatively affecting our prime asset, a view of the Gore Range. The Town's "Design Guidelines" call for a structure to be "compatible with existing structures, their surroundings, and with Vail's environment." We believe this structure to be totally inconsistent with that criteria. lf this is classed as an "accessory structure", it is not compatible with the main structures on the site, nor is it attached to the main building in any way. We believe this building to be an isolated object at odds with its surroundings. lts appearance is unpleasing and unattractive. This area is open space, reserved for skiing, and such a structure is out of place and out of character at that location. As a permanent structure, it will be subject to summertime use (and misuse) for gatherings and parties that do not fit the residential character of the area. Moreover, the existence of such a foundation creates the possibility of erecting two or three added stories in the future. Golden Peak Base Facility Supplement to Design Review Board Application Vail Associates Real Estate group is requesting staff approval of the following modifications to the Final Approved Plans for the new Golden Peak Base Facility, which were presented conceptually to the Design Review Board several weeks ago: We are requesting staff approval to substitute brick pavers for colored concrete at the crosswalk between the northeast comer of the Golden Peak property and the Manor Vail pedestrian walkway, as requested by the Town Engineer. It is our belief that this will be a troublesome detail for the Town to maintain and,we hereby advise that our contractor has declined to provide a warranty for this ffpe of cross walk in this particular location. We are requesting staff approval to install an expanded ramp in lieu of a narrow ramp and adjacent stairs on the south side of the new facility between the plaza and the site. We are requesting staff approval to delete the cut stone base on the perimeter of the building with the exception ofi c. The restaurant entrance, lower level, north side. We would leave the cut stone on the sides and front of the air lock element. The great room entrance on the south side of the building. Cut stone would be applied to the sides and front ofthe element. The wall surface immediately below the ticket windows on the south elevation. The base of each stone veneer clad column element associated with the building perimeter. The cut stone base would be replaced with a built out stucco detail in a color simulating the cut stone material. The metal panel at the base of the storefront windows has been deleted in favor of the continuous stucco band. We believe that this will be a more successful detail, both functionally and aesthetically. After careful consideration, we have decided to build the food service dining deck and related planters in accordance with the approved plans. During our meeting with the Board we discussed several alternative solutions. We are requesting staff approval to install the typical blue metal roof on the Base Terminal Enclosure for Chair #6 in lieu of the dark green color as previously proposed and approved. Rather than put blue metal on the bus shelter roof, we would propose to install cedar shakes similar to the roof finish on the adjacent children's center facilitv. The reason for requesting the change from a green lift to a blue lift is to maintain consistency in Vail and on Vail Mountain with regard to the color of the lift enclosures. 2. We are requesting staff approval to delete the wood cladding on the overhead doors at the loading dock and condo garage, in favor ofa coiling style metal door which would be painted to match the adjacent stone or stucco surfaces. The reasons for requesting this modification are as follows: a. The wood cladding would necessitate a panel style door, which would complicate sprinkler coverage and would reduce vertical clearance at the loading dock door. b. The manufacturers ofthe panel style doors have expressed concem regarding the weight of the applied wood cladding. They are advising against the wood cladding on panel style doors ofthis size. c. Our building maintenance group has expressed concem regarding the durability of the wood cladding, particularly on the loading dock door. After touring the Vail area to look for examples of successful applications of wood cladding, I observed many successful examples of the coiling style overhead doors and could find no examples of wood cladding in a non-residential application. One location where a coiling door has recently been approved is the new Town of Vail Police Department. There are numerous examples of coiling overhead doors in Beaver Creek Resort as well. Staff can approve the iolor. The color of the rails will be copper green color that matches other bridges in Vail, suoh as the Intemational Bridge and the Chapel Bridge' MILLCREEKPLAZA one spruce was added to hide the utility box. That spruce will be 6' to 8' tall. LA}.IDSCAPING There will be more native grasses south of the bike path and turf grass north of the bike path. Jack Hqnn stated that they would like to have the flexibility to move around some of the tees in this area to make room for a snowcat trail and for a turnaround on the trail near Mill Creek Circle. The DRB had no problem with this. PEDESTRIAhI BARRIER AT THE CHILDREN'S CENTER The Design Review Board is ok with the design, as well as the end posts and the color. The color will matcl the color of the commercial level of the Main Building, urhich is "Harford Green"' CONDOMINIUMWALL This was reduced in height for site distances as required by Greg Hall an(l the look of this is ok by the DRB. Jack Hunn requested flexibility regarding the cap on the walls to replace the proposed Sandstone cap with a pre-cast concrete with a color to match the sandstone. The DRB had no problem with this and stated that it could be resolved with staff. In order to save two existing tees, Vail Associates may need to request a wall height variance, b @. The DRB concluded that this will not be approved as part of this approval but that if a wall height variance is neede4 they will need to go to the Planning Commission for that approval. Diane Milligaa of th. nam*ho-, asked about the hee to the east of Chalet Road and if this tree is going to be renroved or limbed up? The DRB concluded that the tee should not be moved or relocated and that it should just be limbed up if possible. Jim Lauront stated that they would like to see a pavement change; either pavers or concrete, or a colored cross-walk connecting Ford Park to the south side of Vail Valley Drive. This should be the priority cross-walk. The DRB concurred and agreed that this WALLS ,r.^\ walk should be pavers. Jim Lamont also stated that the east side sidewalk between Vail Trails to the bridge shouldbe improved with curb and gutter. The drainage should be fixed and all improvements in thi right-of-way need to be move4 fixed and thereby replaced if it is io be disturbed. These improveme,nts include fences and planters. Regaraling the lighting along Vait Valley Drive, Jim Lamont asked that the lights be moved closer to intersectionJto improve those crossings. TOTAL P.01 GOLDEN PEAK REDEVELOPMENT Notes from X'ebruary 7,1996 Conceptual DRB Review The following are notes from the February 7,1996 Conceptual design review of the Golden Peak redevelopment aPPlication: Steetsc ape knProvements: The Design Review Board generally felt comfortable with all steetscape improvements proposed, ie' paver, sidewJk width, paver pattem and color' light fixtures' etc' Gore Creek Bridge: The Design Review Boardfelt that the bridge abutnents ry"dq! be improved fromlh3ir existing condition. The DRB suggested u tt*. veneer. The DRB also recommended that now would be the opportme timllo rebcate, if necessary, and disguise the existing utilities running undemeath tle britlge. The DRB indicated that the stucco columns on the bridge deck were not acceptable d* to high -"iot"o-ce and fhe unatfractive look that may result as the stuoco weathers, cracks, and flakes, etc. The DRB recommended that the columns be faced with stone. Finally, the DRB recommended tbat 4 lights be installed' on the bridge; 2 on each side and that the fixtures should be placed on top of the two end columns, 14fte1fhan the free standing poles. Dave corbin, representing vail associates felt that vail Associates should not be responsible for making u"ith"ti" improvements to the bridge abutments, nor move the utilities, sinoe tlat is it directly related to the impact associated with the Golden Peak RedeveloPment' Jim Curnuttepointed out that that may be an issue for further discussion with the Town staff , however he felt that the improvements suggested by the DRB related to the bridge expansion itself necessitated by the new 8'wide sidewalk across the bridge and were certainly a responsibility of Vail ,q,ssociates under the purview of the Design Review Board. Jim then pointed out that whatever the Design Review Board requires of vail Associales on this side of the b,ridge, the Town will be required to match on the other side of the bridge, which it is paying 1d0%o of the cost to improve. Additionally, the Town will pay 20Yo of the west side of the bridge improvements' Mill Creek Circle Plaza: The Design Review Boardfelt comfortable withthe new designof theplaza' They were - concemed wim aleq.,ate screening of the utility box shownon the plan' It was suggested that berming or additional evergreens could be provided and secondly, that the tees at this higbly visible corner ofthe properry should be as large as possible' Landscape Plan: The Design Review Boardfelt comfortable with vA's proposal to lower the wall in front of the general skier drop-offparking lot to approximatity -t tlZ'-.2' in order to lessen the grade if fte f*O*.upi"! oo til. ootin side of this wall so that the landscaping can be staggered as much as pissible, rather than be planted in a staight line. The DRB recommended that a curb be provided on the south side of the sidewalk to keep erosion and dirt rtot" rro"gni"g otronto the sidewalk. The DRB discussed a concern related to the grass on top of the parking gaxage' Tail Associates is comfortable with providing a fescue mix north of the path and native grasses south of the path. Dwe corbin felt this would be acceptable to Todd Oppenheimer. The DRBrequested adtlitional evergreens at the comer by the enbance to the pedestian drop-off arei to screen tle parking structure entrance as much as possible from public view. They suggested that the appticant take into account the fire hydrant that is shown in the area as well as the proposed monument sign. The DRB discussed the pedestrian barier which separates tne Children's Center parking lot from the bus lane and suggested that the 4 end posts to this barrier be improved from the curent detail design The DRB then discussed the condominium wall and suggested in order to improve site distances, the walls start very low on the northwest and gradually get higher as it proceeded torn'ard the building. The applicant pointed out that the gate may then need-to be lowered, in order to tie into the shorter wall. The DRB felt comfortable with that or having the wall taper down from the gate to tie into the short wall. The DRB requested that the color of the gate be brought back to them for their review. It would allow for site distance necessary tA required by the Tovm Engineer. The DRB discussed the pavement color for all colored conorete on the properly which was pueblo brown and that was accqrtable to tlem. Building Detailsl The applicantpointed out that rough sawn cdar will be used with a natural color for all wood trim, They plan to darken the fascia from the white shown on their rendering to a dark color to Ueef up the look of the fascia. The color of this wood was presented ant is on file. The applicant showed the palette of colors which will be used for the roof tile. TheDRBaskedifthisexistedanywEge\thevalleyandtheanswerwasno,TheDRB aske4 with regard to tne windoq@lenlf they were the snap-on variety or were true divided light windows. Theapplicantpointedoutthattheywerenottrue<lividedlightwindows,butwerealso not the cheaper snap-on version. Th"se mullions were adhered to the window on both sides and upp"r toi. r.alistic tue divided liglt windows. These mullions would be white on the condominium level and darker gfeeo oo the commercial level of the building' Asarrpleofthestuccocolorwaspresente,dtotheDRB.Itisayellowishcolor. The DRB felt comfortable that it was not too mustardy and has been lightened from the previous review and felt comfortable with it' The applicant stated that they will invite the DRB out to the site to take a look at the color before it is applied to the building. Tent i Pavilion The applicant stated that they are leaning toward a more pennanent pavilion type sfucture, but have not oompleted their disip and wish to bring that back to the Design Review Board in a separate application' Bus Stop Desi8ts The applicantpointed out that they would like to make a change from the conceptual drawing that the Design Review goard was looking at at the meeting' They discussed lessening the amountif stone and increasing the amount of stucco. The applicant also pointed out that the retaining walls next to the bus stop would have a stone base with stucco above. Jim curnutteasked the applioant to identify on a planthe material of all retaining walls on the properlY. Ihe DRB felt comfortable with the redesip of the bus stop as presented by the appligan! with some suggestions on wrapping the stone around the comers and columns and asked the applicant to refine the elevation drawings and bring it back for their final review at the nextmeeting. Race FinishBuilding Ihe applicantrequested that this building be reviewed by the Desigo Review Board at a later date, possibiy in conjunction with G tent pavilion. This was acoeptable to the DesipReviewBoard. Meohanical Equilment The Design Review Board members asked whether or not any meohanical equipment or transforrners would be visible on the site or the building' The applicant stated that no mechanical equipment, vents' flues'.etc' would be visible on the building, with the exception of some gas meters on the east side of the building which would be screened with large shnrbs. The applicant stated that they have not finalized their plan with regard to building lighting and requested that the lighting plan be brought in at a later date, possibly along with the comprehensive sip progra4 tent pavilion and race finish building' The Design Review Board found this acceptable. Other Comments The appticantpointed out that one of the condominium owrers on the east side of the building requested to add trvo shed dormers in place of the one dormer that currently existed. Ihe Design Revieut Board felt comfortable with this change, even thoug! they had not seen draings, but they were looking at the model and did understand what the request was. One of the PEC conditions of approval recommended that the stafl draft a memo to the DRB that ou1ines the scope of th6'DRB review of this project. The Town Council, at their December 19, 1gg5 meeting, rbiterated the PEC condition to outline the role of the DRB. The PEC and Town Council havdrequesled that the DRB focus their review of this project on the following issues: 1. Building colors; materials and details. 2. Landscaping, site details and materials' 3. The comprehensive sign program that details both on and off-site signage. 4. Design of the Mill Creek Circle plaza, with emphasis on increased landscaping' screening of the telephone utility box, and the linal design. 5. The construclion of the Vail Trail extension. 6. The design (materials and colors) ol the seasonal tent, proposed to be located near lhe ski race course linish area. 7. The roof material used on the mechanical coveringiarchitectural element should be the same material as used on the remainder of the building roof area. This covering should be mounted on posts so that it is 6"-'12" above the flat roof surface. g. The aiste widths in the children's center parking lot will be reevaluated by the Town of Vail staff and the applicant's representatives in an effort to provide a sidewalk of acceptable width.
