Just as strcets, sidanalfs, prtlk buildings and recreational hcilities are a part of a communi!y's infrastructure, so are pubticty owned trees. Treei -- and, collectively, the u6an forest -- are important assetr that reguire care and maintenance the same as other public property. Trees are on the job 24 hours every day working for att of us to improve our environment and quality of life. Colorado's urban forest provldes many environmental beneflts to our community. Aslde from the obvlous aesthetic beneflts, trees within our uban forest improve our air, protect our water, save energy, and lmprove economlc srstalnabitity. Unlike urban areas in the eastern U.5., canopy cover in Cotorado decrcaes atong an urban to rural gradient. In other words, slnce most trees have been ptanted much of the tree cover is in urban areas as opposed to "natral tands". Therefore, estimated pottutant uptake rates are higher for residential compared to naturat or unmanaged lands. Possible management imptlcatlons of these estimates are that air pottutant uptake beneflts from tree planting may be optlmlzed by ptanting in areas wiere air poltutant concentrations are elwated and where retatively high ptanting densities can be achieved thereby enhancing th€ health of urban dwellers. Surveys were sent to setected districts ln cities of the Pacific Northwest, Austin, Los Angeles, Chicago, Pittsburgh, and Washington, DC. Page 9 of IZIO2/07loz Desiqn Review Board Meetino Requirements For new construction and additions, the applicant must stake and tape the project site to indicate property lines, proposed buildings and building corners. All trees to be removed must be taped. The applicant must ensure that staking done during the winter is not buried by snow. All site tapings and staking must be completed prior to the day of the DRB meeting. The applicant, or their representative shall be present at the Design Review Board Hearing. Applicants who fail to appear before the Design Review Board on their scheduled meeting date and who have not asked in advance that discussion on their item be postponed, will have their items removed from the DRB agenda until such time as the item has been republished. If the DRB approves the application with conditions or modifications, all conditions of approval must be resolved prior to the issuance of a building permit. Staff Aooroval The Administrator (a member of the planning staff) may review and approve Design Review applications, approve with certain modifications, deny the application, or refer the application to the Design Review Board for a decision. As our condominium building is situated between these two buildings and the Sonnenalp project will have a major impact on our property, we submit to you the following comments, Please note that these comments are based on the most recent plans given to Talisman owners, dated January 23,2002 and may not be identicalto the plans submitted to your Department. Furthermore, we are aware that the Talisman Board has approved a 'Letter of Understanding" regarding the Sonnenalp project. The undersigned individual owners disagree with many of the positions taken by the Board in their Letter and therefore wish our views to be submitted for the public record. First, we want it clearly understood that our intent is not to block the Sonnenalp development. The Sonnenalp has been an important part of Vail for many years. Their facilities are known wodd-dde as among the best and have brought prestige and revenue to the town of Vail. We are confident that any future Sonnenalp developments will be of slmilar quali$. We do, however, have significant concems with their current building proposal. 1. The mass and bulk of the proposed buildings overwhelm the Talisman building and the smaller scale pedestrian areas on East Meadow Drive. We would support a building along East Meadow Drive that is 2 to 3 stories high, with a staggered roof line and more setbacks for landscaping. 2. We do not think that the proposed setbacks from the current legal property lines are adequate. We request that the Sonnenalp project adhere to the legal 20 foot setbacks. We do not think that the proposed setbacks allow adequate light, air and open space between the buildings. 3. We disagree with the proposed realignment of property lines between the Sonnenalp and the Talisman and therefore request that the Sonnenalp submit a proposal based on the CURRENT legalproperty lines and with the CURRENT legally required setbacks.
