CO 81657 FRITZLEN PIERCE ARCH ITECTS Re: Handicapped Accessibility Nick's Nightclub 228 Bridge St. Lot A, Block 5, Vail Village 1s Filing Charlie, The above referenced property is located in the basement of an existing building. The proposed use of the property is the same as the current use, specifically an 43 Occupancy. The current property is not accessible and the proposed alterations to the property will not make the property less accessible than it is currently. Pursuant to Division ll, UBC Appendix Chapter 11, it is my opinion that it is "Technically Infeasible" to make the property accessible. The location of the property is below grade, adjacent to public Rights of Way, and suitable accessibility would involve destruction of bearing walls that support upper levels of the building and would certainly exceed 2O% of the cost of the proposed remodeling cost. Per 1112.'1.1, the facility will not be rendered less accessible than it is currently. No releases of hazardous materials have been identified south of the properties. Soils in this area are non-stratified alluvial gravel, sand and clay deposited by Gore Creek. Bedrock beneath these materials is comprised of hard arkosic sand, conglomerate, shale and limestone which is generally impermeable. INDICATIONS OF ASBESTOS (non-ASTM |TEM) For Nick's Night Club in the basement of the P&R Building, a State of Colorado certified asbestos inspector collected and sent the following bulk samples to an accredited laboratory for analysis: IA 24. 2B 2C 2D 2E 2F 2G 3A Surface coat, fire standpipe room. Gypsum board and joint compound, fire standpipe room. Gypsum board and joint compound, east wall to right of small bar. Gypsum board and joint compound, men's room wall. Gypsum board and joint compound, women's room wall. Gypsum board andjoint compound, left oflarge bar. Gypsum board and joint compound, ceiling by small bar. Gypsum board and joint compound, ceiling by front door. 2'x4'suspended ceiling tile, small bar. No asbestos was identified in these samples. The laboratory usecl the Polauized Light Method (PLM) of analysis. Although other methods are available, PLM is widely usecl in the industry because of the short time needed to obtain results and because it is economical. There are no recommendations for further testing. ABCO's procedure of collecting a few samples of various building materials that might be suspected ofcontaining asbestos is the norm for asbestos inspection services. It does not, however, absolutely guarantee that asbestos is only present in the above-mentioned areas. Such a guarantee would usually be cost prohibitive. Due to the recent age of the P&R Building second-level remodeling in the mid-l9g0s, and of the Bridge street Building, no other asbestos sampling is recommended. INDICATIONS OF RADON (non-ASTM |TEM) Radon is an odorless, radioactive gas occurring naturally as a result of natural radioactive decay of radium. Indoor radon concentration depends on a building's construction and the concentration ofradon in the underlying soil and rock. As part ofthis phase I environmental site assessment, a limited radon assessment was performed to determine if there is a potential radon hazard at the project site. The monitoring took place over approximately 55 hours from October ZB, L997, to October 30. 1997. eniineering corporat i on Phase I Environmental Assessment Project #7067 - P & R Bldg. and Bridge Street Lodge January 27, 1998 page 14 2 sheets 14 sheets 1l. 2. 1 8.Photographs The undersigned has performed its services and prepared this report in accordance with generally accepted consulting standards and practices for Environmental professionals. including the professional ASTM standards of a Phase I Environmental Sitc Assessment Process E 1527-97.
