Please read his response below and let me know what you think. (By the way, in prior correspondence, I’ve been very clear that: 1) the letter he provided to us is not sufficient evidence to have the hazard reclassified and in order to do so, he’d need to submit a more detailed site-specific analysis; and 2) his study does not need to include all properties in the neighborhood…it merely needs to detail how the hazard area should be modified specifically for his property). Meanwhile, my thoughts are as follows: -The study performed in 1984 (entirely paid for by the Town) was a broad-brush evaluation of the Town. It was meant to be used as a reference and is used to determine which properties require site- specific detailed hazard assessments. -A report performed less than 30 years ago is not considered outdated in geological terms. The only variable in regards to assessments in the subjectivity of the party involved in performing the study. As indicated in paragraph 2 of the original study, interpretations are subjective (“No two geologists would draw runout lines at the same exact location…not all geologists would assign the same degree of severity to any particular rockfall…we feel confident in the accuracy of our results and will stand by them.”) -The Town is not interested in restudying the area, paying for a restudy of the area, or coordinating the neighbors to have the area restudied. -The study Mr. Weltner refers to as acknowledging their lot as being moderate (instead of high) severity is simply a letter with no additional detailed information; and it is not enough to be considered clear and convincing evidence supporting an amendment to the map. At this point I feel like I need to resend him a prior email in which I addressed these matters. I would also let him know the Town is not interested in getting involved and I will consider the matter off the table until we receive a detailed hazard assessment specific to Lot 1. Your thoughts? As you know we have a study that clearly acknowledges our lot 1 being in a moderate rockfall zone. We were not interested in being the lead for a much larger area that could involve a lot of cost on our part to revise the incorrect and outdated map that was done in the 1980s by the city. We would be interested in participating in a city sponsored revision to the map so long as it was proportionately paid for by the land owners effected. Again we want to participate. Please let us know what you think would be the next step to move this forward as a group if adjacent property owners were willing to participate and how would the city help us to get everyone involved.
