HomeMy WebLinkAboutEleni Zneimer Lot 5 pages 101-150 LEGALTOWN OF VAIL El PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS How it relates to Building Permits: Fill out the attached check list with the Building Permit Application If yes was answered to any of the questions then a "Public Way" permit is required. You can pick up an application at either Community Development, located at 75 South Frontage Road or Public Works, located at 1309 Elkhorn Drive. Notice sign -offs for utility companies. ALL utilities must field verify (locate) respective utilities prior to signing application. Some utility companies require up to 48 hours notice to schedule a locate. A construction traffic control /staging plan must be prepared on a separate sheet of paper. An approved site plan may also be used. This plan will show locations of all traffic control devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This plan will expire on November 1st and will need to be resubmitted for consideration for approval through the winter. Be aware that your resubmission for winter may be denied depending on the location of construction. Sketch of work being performed must be submitted indicating dimensions (length, width and depth of work). This may be drawn on the traffic control plan or a site plan for the job. Submit completed application to the Public Work's office for review. If required, locates will be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in the morning, but may require up to 48 hours to perform. The Public Work's Construction Inspector will review the application and approve or deny the permit. You will be contacted as to the status and any requirements that may be needed. Most permits are released within 48 hours of being received, but please allow up to one (1) week to process. As soon as the permit is approved, the Building Department will be notified, allowing the Building Permit" to be released. Please do not confuse the "Public Way Permit" with a Building Permit ". NOTE: The above process is for work in a public way ONLY. Public Way Permits are valid only until November 15th. A new Public Way Permit is required each year if work is not complete. Copies of complete text are available upon request) CODE 5 -2 -10: DEPOSITS ON PUBLIC WAYS PROHIBITED Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any other debris or material upon any street, sidewalk, alley or public place, or any portion thereof. Notice; Abatement: The Director of Public Works may notify and require any person who violates or causes another to violate the provision of subsection A hereof, or who has in the Director's employment a person who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud, dirt, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice by the Director of Public Works. In the event the person so notified does not comply with the notice within the period of time herein specified, the Director of Public Works, or other authorized agent, may cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed from any street or alley at the expense of the notified. Summons and Penalty: As an alternative to the notice for removal provided in subsection B above, any person who violates or causes another to violate the same, may be issued a summons to appear before the Municipal Court of the Town for said violations, and upon being found guilty of a violation hereunder be punished as provided in Section 1 -4 -1 of this code. Notice and Penalty: It is unlawful for any person to fail or refuse to comply with the notice of the Director of Public Works as provided in subsection B hereof, and any such person shall, in addition to payment of the expense of removal incurred by the Director of Public Works, as provided in subsection B hereof, upon being found guilty of a violation hereunder, be punishable as provided in Section 1 -4 -1 of this Code. CODES 7 -3A -1 AND 7 -3A -3: PARKING OBSTRUCTING TRAFFIC & IMPOUNDMENT AUTHORIZED No person shall park any vehicle upon a street or at any other place within this Municipality in such a manner or under such conditions as to interfere with the free movement of vehicular traffic or proper street or highway maintenance. (Ord. 2(1968) § 1) Whenever any police officer finds a vehicle attended or unattended, standing upon any portion of a street or upon any place within this Municipality in such a manner as to constitute a violation of any section of this Article, or left unattended for a period of twenty four (24) hours or more and presumed to be abandoned under the conditions prescribed by Colorado Revised Statutes section 42 -4 -1102, as amended, the officer shall require the vehicle to be removed or cause it to be removed and placed in storage in the nearest garage or other place of safety designated or maintained by this Municipality, and the charges for towing and storage of such vehicle shall be charged to the owner of the vehicle in addition to a ten dollar ($10) impoundment charge. Please read and check off each of the items below: The Town of Vail Building Department has developed the following procedures to ensure that new construction sites have adequately established proper drainage from building sites along and adjacent to Town of Vail roads or streets. The Town of Vail Public Works Department will be required to inspect and approve drainage adjacent to Town of Vail roads or streets and the installation of temporary or permanent culverts at access points from the road or street onto the construction site. Such approval must be obtained prior to any requests for inspection by the Town of Vail Building Department for footings, temporary electrical or any other inspection. Please call Leonard Sandoval at 479 -2198 to request an inspection from the Public Works Department. Allow a minimum of 24 hour notice. Also, the Town of Vail Public Works Department will be approving all final drainage and culvert installation with resulting road patching as necessary. Such approval must be obtained prior to any Final Certificate of Occupancy issuance. The purpose of the site visit was to verify completion of items which had been noted in our September 28, 2004 field report. 2. At the CMU chimney roof connection over the master bedroom, the L10x10 support had been installed with expansion anchors at 8" instead of 1' -0" as required. The anchor at the north end could not be installed because it was hitting rebar. The installation without this one bolt is acceptable as is. 3. The column at the southeast comer of the master bedroom rake wall had not been packed solid to the window. One 5 ' LVL column had been added. Plywood should be glued and nailed to pack the small gap solid to the corner. 4. Above the back patio, the (3) 14" LVL beam to W 120 0 steel beam connection had been modified by adding two side plates. The (3) 3 /4 " diameter thm bolts go through the side plates, the LVL and the knife plate. The end distance of the bolts in the wood beam is approximately 2 ". The LVL beam is also bearing approximately 2" x 4 3 /4 " on the bottom flange of the steel beam. The connections do not work independently for the load on this beam. However, the bearing on the flange in addition to the bolted connection provide adequate total capacity for the beam reaction. The comer patio tube stipeolum . which was overhauging the found& wall was observed. The side plate was in place, but there was a gap between it and the column base plate. Steel shims shall be added to provide solid bearing. The shines, side plate and base plate shall all be welded together. 6. The Simpson straps had been added to the columns between the windows at grid B/3.3. At least half of the nail holes had not been filled. All nail holes shall be filled per Simpson's recommendations. 7. The knife plate connection revisions at the low roof over the entry (Section IO /S4.4) were reviewed. The back plate to LVL beam connection has (4) 1' diameter thru bolts spaced 3" apart horizontally and 5" apart vertically. This connection is acceptable. The structural framing of the above residence was observed by Monroe & Newell Engineers, Inc. during construction. It is our opinion, based on our limited visual observations, that the framing of the residence is constructed substantially in compliance with the intent of the construction documents prepared by our office. Job No. 03 -014 Consulting Geotechnical Engineers SCOPE This report presents the results of a preliminary soils and foundation investigation for the proposed residence to be located on Lot 5 in the Lia Zneimer Subdivision in Vail, Colorado. The approximate site location is shown on the Vicinity Map, Fig. 1. The purpose of this investigation was to evaluate the subsurface conditions at the site and to provide preliminary geotechnical recommendations for the proposed residence. This report includes descriptions of subsurface soil and ground water conditions encountered in the exploratory test pits and preliminary recommendations for foundation systems, allowable bearing capacity, and design and construction criteria. This report was prepared from data developed during our field and laboratory investigations and our experience with similar projects and subsurface conditions in the area. The recommendations presented in this report are based on a residence being constructed on the lot and are preliminary in nature. We must be contacted by the contractor and/or owner to review our recommendations when final plans for the structure - and site plan for the residence have been completed. A summary of our findings and preliminary conclusions is presented below. EXECUTIVE SUMMARY 1. The subsurface conditions encountered in the exploratory test pits varied. The subsurface conditions consisted of approximately 1.5 to 2.0 feet of topsoil underlain by a stiff, sandy, silty clay to varying depths of 4.0 to 5.0 feet. Below the silty clay in exploratory test pits TP -1 and TP -2, to the February 20, 2003 KOECHLEIN CONSULTING ENGINEERS, INC Job No. 03 -014 Consulting Geotechnical Engineers maximum depth explored of 15.0 feet in TP -1 and to a depth of 11.0 feet in TP -2, the subsurface conditions consisted of a dense to very dense, clayey sand with gravel, cobble and boulders. Below the clayey sand in TP -2 and the silty clay in TP -3, the subsurface conditions consisted of a soft to very hard, sandstone bedrock. Practical trackhoe refusal was encountered on the very hard sandstone in exploratory, test pit TP -2 at 12.0 feet and in TP -3 at 8.0 feet. Laboratory test results indicated that the silty clay has a very low swell potential. 2. At the time of this investigation, no free ground water was encountered in the exploratory test pits to the maximum depth explored of 15.0 feet. 3. We anticipate that the subsurface conditions at the proposed foundation elevation will consist of natural, silty clay; clayey sand with gravel, cobble and boulders or sandstone bedrock. In our opinion, the clayey sand with gravel, cobble and boulders; or sandstone bedrock will support spread footings for the proposed residence. However, if both materials are encountered within the foundation excavations for the residence, special precautions should be followed. Refer to the FOUNDATION section of this report for more details. 4. The subsurface conditions encountered at the proposed floor slab elevation consisted of topsoil underlain by natural, silty clay; clayey sand; or sandstone bedrock. In our opinion, slabs -on -grade may be constructed on the natural, silty clay; clayey sand ;or sandstone bedrock with a low risk of movement. Refer to the FLOOR SLABS section of this report for more details. 5. Fill placement, open cuts and excavations require precautions as outlined in this report in order to maintain the stability of slopes and sides of excavations. 6. Because cobble, boulders and very hard sandstone were encountered at this site, heavy -duty excavation equipment will be required to complete the required excavations. Pockets of very hard sandstone may require blasting or chiseling in order to complete the necessary excavations. 7. Drainage around the residence should be designed and constructed to provide for rapid removal of surface runoff and avoid concentration of water adjacent to foundation walls. 2 February 20, 2003 KOECHLEIN CONSULTING ENGINEERS, INC Job No. 03 -014 Consulting Geotechnical Engineers 8. The potential for radon gas is a concern in the area. Building design should include ventilation systems for below grade areas such as crawl spaces and basements. SITE CONDITIONS The proposed residence will be located on Lot 5 in the Lia Zneimer Subdivision in Vail Colorado. The north side of the building envelope will be accessed from an extended driveway off of Buffehr Creek Road, which is located to the southeast of the lot. At the time of this investigation, the site was undeveloped. A large natural drainage gully is located to the west of the building envelope. The building envelope slopes down steeply down towards the southeast at an approximate grade of 40 to 45 percent. Vegetation on the building envelope consists of shrubs, aspen trees, and sparse grasses. PROPOSED CONSTRUCTION At the time of this investigation, plans for the proposed residence were not available. We anticipate that a two -story residence with a walkout basement and slab -on- grade floors will be constructed in the building envelope. We anticipate that the proposed residence will be of wood frame construction with cast -in -place concrete foundations and slab -on -grade floors. We anticipate that excavations of 10 feet may be necessary for construction of the proposed residence. Engineers GEOLOGIC HAZARDS INVESTIGATION A geologic hazards investigation was outside the scope of this investigation. We recommend that the owner review the Town of Vail regulations to determine whether a geologic hazards investigation has been performed previously for this subdivision or site. If a geologic hazards investigation has not been performed for this site, we recommend that a professional geologist registered in the state of Colorado be contacted to perform this service. INVESTIGATION Subsurface conditions were investigated for this building envelope on February 17, 2003, by excavating three exploratory test pits with a trackhoe at the locations shown on the Locations of Exploratory Test Pits, Fig. 2. An engineer from our office was on the site to observe the excavating of the exploratory test pits and visually classify and document the subsurface soil, bedrock and ground water conditions. A description of the subsurface soils and bedrock observed in the exploratory test pits is shown on the Logs of Exploratory Test Pits, Fig. 3; and on the Legend of Exploratory Test Pits, Fig. 4. Representative soil samples obtained from the exploratory test pits were tested in our laboratory in order to determine their natural moisture content, gradation properties and swell - consolidation properties. The potential for radon gas in the subsurface strata of mountain terrain is likely. Since excavations for lower levels in the residence are anticipated, we suggest that the building be designed with ventilation for below grade areas. EXCAVATIONS We anticipate that excavations up to 10 feet in depth will be required for construction of the proposed residence. Because cobble, boulders and very hard sandstone were encountered at this site, heavy -duty excavation equipment will be required to complete the required excavations. Pockets of very hard sandstone may require blasting or chiseling in order to complete the necessary excavations. Care needs to be exercised during construction so that the excavation slopes remain stable. The subsurface soils, which consisted of the silty clay; clayey sand with gravel, cobble and boulders; and weathered sandstone classify as Type B soils in accordance with OSHA regulations. Non - weathered sandstone classifies as Type A soils U in accordance with OSHA regulations. OSHA regulations should be followed in all excavations and cuts. 19 o ° February 20, 2003 KOECHLEIN CONSULTING ENGINEERS, INC Job No. 03 -014 Consulting Geoteehnical Engineers GROUND WATER At the time of this investigation, ground water was not encountered in the exploratory test pits to the maximum depth explored of 15.0 feet. Based on the conditions exposed within the test pits, we do not anticipate that ground water will adversely influence the construction of the proposed residence. However, our investigation was performed during a dry time of the year. It is possible that ground water may be encountered during wetter times of the year. If ground water is encountered within excavations for the residence, the ground water can typically be controlled by shallow trenches on the outside of the foundation for the residence. The shallow trenches should be sloped down to a sump pit, where the water can be removed by pumping or to a gravity. outlet. If ground water is encountered within the excavation for the residence, we must be contacted to provide specific recommendations at that time. FOUNDATION The subsurface conditions at the foundation elevation consist of the silty clay; clayey sand with gravel, cobble and boulders; or sandstone bedrock. In our opinion, the proposed residence may be supported by a spread footing foundation system bearing on the natural, clayey sand or sandstone bedrock. However, we do not recommend that the proposed residence be constructed on a combination of these materials. If the residence is partially constructed on the natural soils and partially on bedrock, large differential 7 February 20, 2003 KOECHLEIN CONSULTING ENGINEERS, INC Job No. 03 -014 Consulting Geotechnical Engineers movements could occur. To limit the risk of large differential movements from occurring we recommend that the foundation for the proposed residence be constructed either entirely on the natural clayey sand with gravel, cobble and boulders or entirely on the sandstone bedrock. When final plans for the residence have been completed, we should be contacted to study the proposed foundation elevations and review our recommendations presented in this report. Additional investigation may be necessary to further define the depths of the bedrock surface beneath the proposed building footprint. We recommend that the spread footing foundation system be designed and constructed to meet the following criteria: 1. Footings should be supported by the natural, clayey sand; sandstone bedrock; or properly moisture conditioned and compacted fill, as described below in Items 10 and 12. Footings should not be partially constructed on a clayey sand and partially constructed on the sandstone bedrock. 2. Footings should extend below the topsoil and silty clay and any exposed soft surface soils and should be supported by the undisturbed, natural, clayey sand. On this site we recommend that the footings be constructed at a minimum depth of 3.0 feet from the existing ground surface. 3. Spread footings constructed entirely on the natural, clayey sand may experience up to 0.5 inches of differential movement between foundation elements. Because the soils are granular in nature, we anticipate that the majority of the differential settlement will occur during construction. 4. Spread footings constructed entirely on the sandstone bedrock should experience less than 0.25 inch of differential movement between foundation elements. 5. We recommend wall and column footings be designed for a maximum allowable soil bearing pressure 3,500 psf. o Q February 20, 2003 XOECHLEIN CONSULTING ENGINEERS, INC. Wall footings and foundation walls should be designed to span a distance of at least 10.0 feet in order to account for anomalies in the soil or fill. 7. Foundation wall backfill should not be considered for support of load bearing footings. Footings should be stepped and supported by undisturbed natural soils and should not be constructed on foundation wall backfill. Foundation walls or grade beams should be designed to span across an excavation backfill zone and should not be constructed with footings within this zone. 8. The base of the exterior footings should be established at .a minimum depth below the final exterior ground surface, as required by the local building code. We believe that the depth for frost protection in the local building code in this area is 3-6-feet. 14' 9. Column footings should have a minimum dimension of 24 inches square and continuous wall footings should have a minimum width of 16 inches. Footing widths may be greater to accommodate structural design loads. 10. We anticipate that cobbles and boulders could be encountered at the foundation elevation, if foundations are constructed on the natural clayey sand. Removal of the cobbles and boulders may result in depressions and rough bottoms in the excavation. The resulting depressions can be backfilled with compacted backfill or lean concrete. 11. Fill to be placed on the downhill side of the residence must be engineered by our office prior to placement. 12. Fill should be placed and compacted as outlined in the COMPACTED FILL section of this report. We recommend that a representative of our office observe and test the placement and compaction of structural fill used in foundation construction. It has been our experience that without engineering quality control, poor construction techniques can occur which result in poor foundation performance. 13. A representative of our office must observe the completed foundation excavation. Variations from the conditions described in this report, which were not indicated by our test pits, can occur. The representative can observe the excavation to evaluate the exposed subsurface conditions. E February 20, 2003 O XOECHLEIN CONSULTING ENGINEERS, INC Job No. 03-014 Consulting Geotechnical Engineers FLOOR SLABS We anticipate that the residence will be constructed with slabs -on- grade. The subsurface soils at the floor slab elevations may consist of topsoil, silty clay, clayey sand or sandstone bedrock. The existing topsoil is not suitable for support of slab -on -grade floors and must be removed from all construction areas prior to construction. In our opinion the natural, silty clay, clayey sand or sandstone may support slabs -on -grade with a low risk of movement. We recommend the following precautions for the construction of slab -on -grade floors at this site: 1. Slabs may be placed on the natural, silty clay; clayey sand; sandstone; or compacted fill. All existing topsoil beneath slabs -on -grade should be removed prior to construction of floors. 2. We anticipate that cobbles and boulders could be encountered at the floor slab elevations. The removal of cobbles and boulders may result in depressions and rough bottoms in the excavation. Fill may be placed and compacted beneath the slabs -on -grade to fill in depressions and act as a leveling course for the slabs. 3. Slabs should be separated from exterior walls and interior bearing members. Vertical movement of the slab should not be restricted. 4. Exterior slabs should be separated from the building. These slabs should be reinforced to function as independent units. Movement of these slabs should not be transmitted directly to the foundations or walls of the structures. 5. Consulting Geotechnical Engineers 6. Fill beneath slabs -on -grade may consist of on -site soils free of deleterious material or approved fill. Fill should be placed and compacted as recommended in the COMPACTED FILL section of this report. Placement and compaction of fill beneath slabs should be observed and tested by a representative of our office. FOUNDATION DRAINAGE Surface water, especially that originating from snowmelt, tends to flow through relatively permeable backfill _typically found adjacent to foundations. The water that flows through the fill collects on the surface of relatively impermeable soils occurring at the foundation elevation. Both this surface water and possible ground water can,cause wet or moist below grade conditions after construction. Since we anticipate below grade areas, we recommend the installation of a drain along the below grade foundation walls. The drain should consist of a 4 -inch diameter perforated pipe encased in free draining gravel and a manufactured wall drain. The drain . should be sloped so that water flows to a sump where the water can be removed by pumping, or to a positive gravity outlet. Recommended details for a typical foundation wall drain are presented in the Typical Wall Drain Detail, Fig. 7. LATERAL WALL LOADS We anticipate that wails will be planned which may require lateral earth pressures for design. Lateral earth pressures depend on the type of backfill and the height and type of wall. Walls, which are free to rotate sufficiently to mobilize the strength of the 11
