Town of Vail Mechanical Codes and Desion Criteria o You must obtain Design Review Board (DRB) approval if any of the mechanical work will involve ANY exterior work. This includes and is not limited to removal and replacement of driveway snow melt systems. Town of Vail Fireolace Ordinance In September of 1991, the Vail Town Council adopted an ordinance which restricts te construction and use of open hearth fireplaces within municipal boundaries. Since that time the ordinance has undergone numerous changes and revisions, sbiving for compromise, yet effectiveness in addressing the air quality issue. Therefore the following criteria has been adopted: r Construction of open hearth wood buming fireplaces is no longer permitted within Town of Vail municipal boundaries. o Dwellino Units - Each new dwelling unit may contain: One (1) EPA Phase II certified solid fuel buming device and no more than two (2) gas appliances (B vent) OR Two (2) gas log fireplaces and no more than two (2) gas appliance fireplaces (B bent). o Restricted Dwellino Units - Each new restricted dwelling unit may contain: One (1) gas log fireplace and not more than one (1) gas appliance fireplace. . Accommodation Units - Each new accommodation unit may contain: One (1) gas log fireplace or one (1) gas appliance fireplace. o If two or more separate dwelling units or accommodation units are combined to form one larger unit, the combined unit may retain one woodburning fireplace (if one already exists) and no more than 2 gas appliance fireplaces, or may convert up to two existing fireplaces to gas. o If during the course of a remodel an existing woodburning fireplace is altered or moved, the unit must then comply with all provisions ofthe ordinance. That is, the fireplace must be convefted to natural gas or replaced by an EPA Phase II certified unit. All commercial (large or small) and all multi-family permits will have to follow the above mentioned maximum requirements. Residential and small projects should take a lesser amount of time. However, if residential or smaller projects impact the various above mentioned departments with regard to necessary review, these projects may also take three (3) weeks to review and approve. Striking a balance between safe public access and giving construction projects room to build is becoming increasingly challenging, for us tq meet all the needs of those who will be impacted by construction projects. The fact is, there is less room to build in the Town of Vail. Developing a creative Staging Plan is a must. Staging in the Town of Vail Public Right of Way is a Privilege, not a given right. We take into account when we review and approve staging / parking plans, impacts on neighborhoods, tourism, business and the traveling public along with your right to build. The General Contractor is responsible for all subcontractors and all construction activitv relatinq to the buildinq proiect. The staging plan will be enforced according to the Approved Set of Building and Staging Plans. You are required to keep a copy of the Approved Staging Plan on site. Two staging /parking plans are required, a summer and winter. Summer staging plans expire on November 1, and winter staging plans expire on April 15. If yes was answered to any of the questions then a "Public Way" permit is required. You can pick up an application at either Community Development, located at 75 South Frontage Road or Public Works, located at 1309 Elkhorn Drive. Notice sign-offs for utility companies. ALL utilities must field verify (locate) respective utilities prior to signing application. Some utility companies require up to 48 hours notice to schedule a locate. A construction traffic control/staging plan must be prepared on a separate sheet of paper. An approved site plan may also be used. This plan will show locations of all traffic control devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This plan will expire on November lst and will need to be resubmitted for consideration for approval through the winter. Be aware that your resubmission for winter may be denied depending on the location of construction. Sketch of work being performed must be submitted indicating dimensions (length, width and depth of work). This may be drawn on the tralTic control plan or a site plan for the job. Submit completed application to the Public Work's office for review. If required, locates will be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in the morning, but may require up to 48 hours to perform. The Public Work's Construction Inspector will review the application and approve or deny the permit. You will be contacted as to the status and any requirements that may be needed, Most permits are released within 48 hours of being received, but please allow up to one (1) week to process. Thousands of people come to Vail each year to sightsee, recreate, shop and to enjoy everything the Vail Valley has to offer. The community and merchants rely upon our guest to generate revenue. Our summer/winter guests expect a pleasant experience while in Vail. To insure that all of the proposed construction has as little negative impact on the community and on our guest as possible, the Town of Vail finds it imperative to create and implement the VailVillage and Lionshead Village Construction Hours Handout. It would be irresponsible for the Town of Vail, the Construction Contractors and the Merchants, to not actively participate to minimize the impact of construction in the Vail and Lionshead Village areas. Givens The following givens are intended to provide the basic foundation by which construction will be completed in the Villages: . The public's health, safety and welfare shall be honored at all times. . Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation shall be maintained. Roadways and pedestrian walkways shall be kept clean and free of dirt and debris. All Lionshead construction activity must go to the Vail Police Department for a parking permit. Striking a balance between safe public access and giving construction projects room to build is becoming increasingly challenging, for us tq meet all the needs of those who will be impacted by construction projecis. The factls, there is less room to build in the Town of Vail. Developing a creative Staging Plan is a must. Staging in the Town of Vail Public Right of Way is a Privilege, not a given right. We take into account when we review and approve staging / parking plans, impacts on neighborhoods, tourism, business and the traveling public along with your right to build. The General Contractor is responsible for all subcontractors and all construction activitv relatina to the buildinq proiect. The staging plan will be enforced according to the Approved Set of Building and Staging Plans. You are required to keep a copy of the Approved Staging Plan on site. Two staging /parking plans are required, a summer and winter. Summer staging plans expire on November 1, and winter staging plans expire on April 15. The findings of our work and recommendations for the foundation design are presented in this report. The work was done in accordance with our Agreement for Geotechnical Engineering Services to you, dated June 2, r993. The proposed residence will consist of a two'story, wood frame structure over a basement level. An assumed bearing pressure of 2500 psf was used for the foundation design. At the time of our visit to the site, the foundation excavation had been cut into three levels from 3 to 15 feet below the adjacent ground surface. The excavation was complete except for the upper gaxage level which was in progress. .The soils exposed in the bottom of the excavation consisted of sandy silt. Sandstone-siltstone bedrock fragments up to cobble size were observed in the northwest portion of the excavation. The upper 6 to 12 inches of exposed soils were wet and soft due !o recent rains. Results of swell-consolidation testing performed on samples taken from the site (below wet and soft materid) are shown on Fig. l. No free water was observed in the excavation. Considering the conditions exposed in the excavation and the nature of the proposed construction, spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 2500 psf should be adequate for support of the proposed residence. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Ioose and disturbed soils were observed at the foundation bearing level within the excavation and should be removed and the footings exlended down !o adequate natural bealtng material. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span an unsupported length ofat least 12 feet. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting of the lower level. Fill placed within floor slab areas can consist of the on-site soils compacted to at last 95% of standard Proctor density at a moisture content near optimum. Backfitl placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. As outlined in our agreement for services, this study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
