Home My WebLink About1974-22 4th Budget Supplemental for 1974. ! ~ • ~ ORDINANCE N0. 22 Series of 1974 AN ORDINANCE MAKING SUPPLEMENTAL APPROPRIATIONS FROM THE 1974 BUDGET AND FINANCIAL PLAN FOR THE TOWN OF VAIL, COLORADO a WHEREAS, contingencies hereinafter indicated have arisen during the fiscal year 1974 which could not have been reason- ably foreseen or anticipated by the Town Council at the time it enacted Ordinance No. 25, Series of 1973, adopting the 1974 Budget and Financial Plan for the Town of Vail, Colorado; WHEREAS, the Town has previously adopted a Budget which has not taken into consideration the increased revenues received by the municipality this fiscal year, nor has said Budget taken into consideration the increased expenditures now necessary to effectuate certain municipal purposes, programs, and functions and to adequately provide certain municipal services for the Town; W1iEREAS, the Town 1~lanager has certified to the Town Coun- cil that the Town has received revenues in excess of those esti- mated in the Budget which are available to discharge the appro- priations referred to herein, not otherwise reflected in the Budget, in accordance with Section 9.10(a) of the Charter of the Town of Vail, Colorado; and WHEREAS, due to said contingencies the Town Council con- siders that it should make supplemental appropriations for the purposes hereinafter set forth from various funds of the 1974 Budget as provided herein; NO`9, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF VAIL, COLORADO, AS FOLLOWS: Section 1. Title. This ordinance shall be known as the "Ordinance Making Supplemental Appropriations from 1974 Town Budget". • . • . • Section 2. Supplemental appropriation from Capital Projects Fund; authorization for expenditure of said appro- priation. Pursuant to Section 9.10(a) of the Charter of the Town of Vail, Colorado, the Town Council hereby makes a supplemental appropriation in the sum of $120,000.00 from the Capital Pro- jects Fund of the 1974 Budget and Financial Plan for the Town, and authorizes the expenditure of said appropriation by the Town Manager for the payment of interest on the General Obli- gation Bonds, Series March 1, 1974, in the aggregate principal amount of $5,500,000.00, due the 1st day of December, 1974. Section 3. Second supplemental appropriation from Open Space/Capital Improvements Fund; authorization for expenditure of said appropriation. Pursuant to Section 9.10(a) of the Charter the Town Council hereby makes a second supplemental appropriation in the sum of $120,000.00 from the Open Space/Capital Improvements Fund of the 1974 Budget and Financial Plan, and authorizes the expenditure of said appropriation for the purchase by the Town for cash from Vail Associates, Inc., of Lot 5, Block 1, Vail/ Lionshead Second Filing, Town of Vail, Colorado, 2.71 acres on which an A-frame building is constructed, said purchase to be consummated by the Mayor and the Town Manager jointly on reasonable terms and in a reasonable manner by the 31st day of December, 1974, or as soon thereafter as practicable. Section 4. Fourth supplemental appropriation from Gen- eral Fund; authorization for expenditure of said appropriation. Pursuant to Section 9.10(a) of the Charter the Town Council hereby makes a fourth supplemental appropriation in the sum of $74,560.00 from the General Fund of the 1974 Budget and Financial Plan, and authorizes the expenditure of said appro- priation by the Town Manager for the following purposes and in the following amounts: 2 • . • . ~. A. Additional heavy equipment rentals $20,000.00 B. Contingency requirements 20,000.00 C. Street cut repairs 9,500.00 D. Traffic control gate 5,000.00 E. Miscellaneous administrative expenses 3,000.00 F. Purchase of Library books 3,000.00 G. Printing of ordinances 2,500.00 H. Additional Building Department expenses 2,000.00 I. Library construction improvements 2,000.00 J. Nature Centre expenses 2,000.00 K. Core area survey 2,000.00 L. Mall plan legal research fee 2,000.00 M. 1973 audit expenses 1,000.00 N. People powered vehicles claim settlement 560.00 Section 5. Second supplemental appropriation from Recre- ational Amenities Fund; authorization for expenditure of said appropriation. Pursuant to Section 9.10(a) of the Charter the Town Coun- cil hereby makes a second supplemental appropriation in the sum of $15,000.00 from the Recreational Amenities Fund of the 1974 Budget and Financial Plan, and authorizes the expenditure of said appropriation by the Town Manager in a reasonable manner for the construction of a pedestrian and bicycle bridge across Gore Creek linking the publicly-owned Antholz property with the eastern extension of Gore Creek Road, a public street in the Town. Section 6. Effective date. This ordinance shall take effect upon the passage hereof in accordance with Section 9.10(e) of the Charter of the Town. 3 .. • • ~ .~ . Section 7. Amendment to 1974 Annual Appropriation Ordinance. Upon its enactment this ordinance shall be an amend- ment to the 1974 Annual Appropriation Ordinance, Ordinance No. 25, Series of 1973, of the Town of Vail, Colorado.
