AN ORDINANCE MAKING A SUPPLEMENTAL
APPROPRIATION FROM THE GENERAL
FUND OF THE 1979 BUDGET AND FINANCIAL
PLAN FOR THE TOWN OF VAIL, COLORADO;
AND AUTHORIZING THE EXPENDITURE OF
SAID APPROPRIATION AS SET FORTH
HEREIN

WHEREAS, contingencies have arisen during the fiscal
year 1979 which could not have been reasonably foreseen or
anticipated by the Town Council at the time it enancted Ordinance
No. 46, Series of 1978, adopting the 1979 Budget and Financial
Plan for the Town of Vail, Colorado;
WHEREAS, the Town has received certain revenues not
budgeted for previously;
WHEREAS, the Town Manager has certified to the Town
Council that sufficient funds are available to discharge the
appropriations referred to herein, not otherwise reflected in
the Budget, in accordance with Section 9.10(a) of the Charter
of the Town of Vail; and
WHEREAS, in order to accomplish the foregoing, the
Town Council finds that it should make a supplemental appropriation
from the General Fund;
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF
THE TOWN OF VAIL, COLORADO, THAT:
(1) Pursuant to Section 9.10(a) of the Charter of
the Town of Vail, Colorado, the Town Council hereby makes a
supplemental appropriation in the sum of $62,000 from the General
Fund of the 1979 Budget and Financial Plan for the Town of Vail,
Colorado, and authorized the expenditure of said appropriation
as follows:
(1) $1,000 for contribution to a Countywide Open
Space Study being done on a cooperative effort
by the County and Town.
(2) $4,500 for lease/purchase of additional computer
resources for the Finance, Personnel and Community
Development departments.
(3) $2,500 for additional training both in supervisional
and technical skills for all Town employees.
(4) $5,000 for use as seed money in planning and
designing a new library.

(5) $32,000 to hire two additional police officers
and to modify the dispatch equipment. The addition
of two officers will allow for the needed depth in
department staffing to send officers to training
and on vacations on a regular basis. The equipment
modification needed to dispatch will allow for a
two dispatcher system to handle the voluminous
number of calls during peak periods.
(6) $6,000 printing costs for updating the Town of
Vail municipal code. Due to the heavy amount of
legislation adopted in 1978, these additional funds
will be required.
(7) $10,000 for an additional employee for the Energy
~ Conservation Program. This program is fully funded
by CETA grant and requests no direct general fund
resources.
(2) The Town Council hereby ratifies or authorizes
the negotiation of any contracts or other necessary instruments
to carry out the purpose for which funds are appropriated herein,
and the expenditure of the funds relating to this supplemental
appropriation.

(3) Upon its enactment this ordinance shall be an
amendment to the 1979 Annual Appropriation Ordinance, Ordinance
No. 46, Series of 1978, of the Town of Vail, Colorado.
INTRODUCED, READ ON FIRST READING, APPROVED AND ORDERED
PUBLISHED ONCE IN FULL, this ~ day of ~~~_ , 1979, and
a public hearing on this ordinance shall be held at the regular
meeting of the Town Council of the Town of Vail, Colorado, on the
