AN ORDINANCE ESTABLISHING A CABLE TELE-
VISION ADVTSORY BOARD FOR THE TOWN OF
VAIL AND SETTING k'ORTH ITS ORGANIZATION,
POWERS AND DUTIES. - '
WHEREAS, the Town feels that it will be beneficial to its

on matters relating to the use of the local access and local. origination
television channels.
NUW, THERErORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN
OF VAIL, COLORADO, THAT:
Section 1.
Pursuant to the Charter of the Town, Section 8.6, there is
established a Cable Television Advisory Board of the Town, a Board
composed of not Less than 9 nor more than ~.3 members appointed by the
Town Council, to which are delegated the powers and duties as set forth
herein.

The Cable Television Advisory Board shall consist of two members
:From the cable television franchisee, two members from the Town of Vail
and not less than 5 nor more than 9 members from the community at large.
The terms of ol:fice for all members shall be two years on an overlapping
basa_s provided, however, that of the members initially appointed, 5
znembex5 shall serve far terms of two years and 4 members shall serve
for terms of one year, and after the expiration of the initial terms,
each m~:mber subsequently appointed shall serve for a term of two years.
Section 3
A vacancy on the Cable Television Advisory Board shall oGCUr
whenever a member of the Board is removed by the Town Council, dies,
becomes incapacitated and unable to perform duties for a period of
9Q days, resigns, ceases to be a resident of the community at large

or is, convicted of a felony.
In the event a vacancy occurs, the Town
Council shall appoint a successor to :fill the vacancy and serve the
xemainde~r of the term o,~ the former member. The Board shall select
its own chairman anal vice chairman from among its members. The
chairman, or in his absence the vice chairman, will be presiding
officer of its meetings. In the absence of both the chairman and
vice chairman :from a meeting, the members present shall appoint a
member to serve as acting chairman at the meeting. All business of
the F3aard shall be can ducted at meetings that are open to the public.
~ All meetings shall be held at the Municipal Building of the Town of
Vail, unless otherwise specified with adequate notice given to all.
interested parties. Six members shall. constitute a quorum for the
transaction of business, but inthe absence of a quorum a lesser number
shall adjourn any meeting to a later date or time, and in the absence
of all members, any staff members shall adjourn any meeting to a latex
time or date.
Section 4.
The purpose of the Television Advisory Board shall be:
a} To coordinate the franchisee's consultant services to
facilitate governmental, educational, community groups and individual
use of the public channels;
b} Determine general policy relating to the operation of the
access channel with a view to maximizing the diversity of pxograms and
services to subscribers;
c) Encourage use of access channels among the widest range of
institutions and group and individuals in the Town;
d} Submit an annual report to the Town Council regarding the
operation and use of the access channels including but not limited to
the focal number of hours of utilization of the access channel..
Section ~.

this ordinance is far any reason held to be invalid, such decision shall
not effect the validity of the remaining portions of this ordinance;
and the Town Council hereby declares it would have passed this ordinance,
