No ACM was identified during the asbestos survey and sampling. .Al"r 16 07 10:44p I.Introduction p.5 An inspection and bulk sampling for ACM was conducted at 770 Potato Patch Drive in Vail, Colorado by Mr.Brandon Sinkbeil on April 13,2007,at the request ofMr.Jay Nobrega.Mr. Sinkbeil is a Colorado State Certified inspector and has EPA Accreditation #13442.The purpose ofthe inspection was to identify,sample,and assess potentially hazardous friable and non-mabie ACM in the single-family residence at the address referenced above. II.Structural Design The residence is a two-story single-family home with basement and wood exterior construction. III.Sampling and Analytical Procedures The survey and assessment were conducted by an EPA and AHERA accredited Inspector qualified by experience,education,and training in the recognition ofpotential ACM and approved bulk-sampling teclmiques.The asbestos survey was conducted on suspect ACM in a portion ofthe basement ofthe residential building. The survey and assessment were performed in accordance with Environmental Protection AgencylAHERA recommended procedures.These procedures call for the visual inspection of the area ofconcern and collection and analysis ofrepresentative samples ofsuspect material. Roofs and exterior areas were not included in the survey. Non-destructive sampling was conducted.Walls,columns,perimeter pipe chases,and other inaccessible areas were not broken into in order to locate and quantify suspect ACM.It should be noted that additional ACM might be located in such inaccessible areas. Random bulk samples,representative of the suspect asbestos-containing building materials (ACBM)ofeach homogeneous area (HA),were collected according to the guidelines published as Environmental Protection Agency (EPA)Final Rule:Title II oftbe Toxic Substances Control Act (TSCA),15 USC,Sections 2641 through 2654 and in compliance with 40 CFR,Part 763. Analysis ofthe bulk samples was performed on the "date reported,"as listed in the bulk-sample analysis report. IV.Notes on Report Format Suspect materials alike in appearance and application were sampled as HAs.Suspect materials were divided into three classifications: I.Surfacing material:sprayed or troweled onto structural building member. 2.Thermal systems insulation:any type ofpipe,boiler,tank,or insulation. 3.Miscellaneous:other suspect materials,including flooring,ceiling tiles,insulation, and finishing materials. Condition assessments were performed by the accredited inspector at the time of inspection. Condition assessments are listed in the following section.Ratings of"Good","Damaged",and "Severely Damaged"are meant to indicate the overall condition ofthe material. A material in "good"condition has no visible damage or deterioration,or showing only very limited damage or deterioration. A material in "damaged"condition has the following characteristics: •The surface is crumbling,blistered,water-stained,gouged,marred or otherwise abraded over less than one tenth ofthe surface ifthe damage is evenly distributed (one quarter ifthe damage is localized). Accumulation ofpowder,dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence. A material in "severely damaged"condition has one or more ofthe following characteristics: •The surface is crumbling or blistered over at least one tenth ofthe surface ifthe damage is evenly distributed (one quarter ifthe damage is localized). •One tenth (one quarter,iflocalized)ofthe material is hanging from the surface, deteriorated,or showing adhesive failure. •Water stains,gouges,or mars are over at least one tenth ofthe surface ifthe damage is evenly distributed (one quarter ifthe damage is localized). Site Coverage,4.Parking,5.Landscaping,and 6.Setbacks. As part of my review,I went into our office archives to review the original Town of Vail submittals for the property in 1981/1982 when the original developer went through the Town of Vail plann '19 process.At that time the property was approved based on ordinance #30 of 1977 and ordinance #39 of 1981 (see attached correspondence).Those ordinances established limits to the density and GRFA for the property.I have based my calculations on that information.. 1.GRFA Potato Patch Townhomes Units A,C,D,G,H &J -new GRFA - 6 x 2,858 Old GRFA per original submittals -2,407/unit Units S,E,F &1-new GRFA - 4 x 2,870 Old GRFA -Total-24,072 Total 770 Potato Patch Drive Units 1-4 Units 5 &6 Units 7,8 &9 Units 10,11 &12 Units 13,14 &15 Units 16 &17 Total Old GRFA per archive info.=31,465.0 GRFA existing (new) GRFA allowed GRFA (excess) 17,148.0 11,480.0 28,628.0 7,930.5 4,179.0 6,317.0 6,059.0 6,317.0 2,974.0 33,776.5 -62,404.5 56,410.0 -5,994.5 PO Box 3340 •Vail,Colorado 81658 •970-476·2201 •970·476·7491(F)•SnowdonHopkins.com Based on this information,the original GRFA calculations of +/-55,537 left 873 square feet available,but per the new GRFA calculations the property is 5,994.5 square feet over.This takes i:1to consideration all lower level (basement)credits but does not include expanded entry areas taken by several unit owners or unused crawl space areas that may exist.As you might guess.I was surprised to discover this difference but with the new GRFA calculations counting outside of walls (instead of inside),stairs at afllevefs (instead ofonce),and other miscellaneous credits.the new calculations do not allow the gains on the lower level to come close to balancing out. 2.Density -allowed 31 /existing 27 3.Site coverage -allowed 76,840 sq.ft./existing +/-37,125 4.Parking -required +/-36-37 /existing +/-44 5.Landscaping -required 34,151 sq.ft./existing in setbacks +/-37,900 sq.ft. Basee on the above criteria,the main limitation,as expected,is GRFA.I have not reviewed these calculations with Town of Vail personnel,but feel comfortable with my approach.I am sure tile square footage may vary,but with almost 6,000 sq.ft.over the allowable,locating enough to counter that would require over 200 sq.ft.per unit di~crepancy. The other categories do allow units to expand beyond their envelopes if needed as part of any 250 sq.ft.additions,which was one of my original concerns.I do have unit by unit and building calculations if you need them. Again.based on this information I think the options that the associations have to work with are the 250 additions and interior conversions.I hope this gives the Board of Directors enough information to work with in order to move forward on unit owner expansions.Please let me know if I can be of further assistance on this matter.
