PROCLAMATION NO. 4, SERIES OF 2016
IN RECOGNITION OF VAIL'S 50th BIRTHDAY CELEBRATION
WHEREAS, August 23, 2016 marks the 50th birthday of the Town of Vail, an area initially
inhabited by the Ute Indians, discovered by frontiersmen Lord Gore and Jim Bridger in the mid
19th century, home to both miners and sheep ranchers, first explored by a World War 11 Tenth
Mountain Division Army veteran and his friend who shared a vision for a mountain ski area, with
an elevation of 8150 feet, located in Eagle County, 100 miles west of Denver, surrounded by
350,000 acres of White River National Forest land at the base of Vail Mountain and Ski Area;
and
WHEREAS, an election was held on August 23, 1966 with a ballot question to
incorporate Vail as a municipality, supported by 43 votes of the 62 total votes cast; with the first
town officials chosen in a regular municipal election; creating further local control of its destiny
with the adoption of a Home Rule Charter in 1972, all steps being supported by those who lived
in Vail and ultimately contributed to setting up a very active local government; and
WHEREAS, the early leaders and elected officials of Vail's municipal government are to
be commended for their trailblazing efforts in creating this community with such attention given
to the details of the design of Vail, and for their great love and admiration of the community
shown by their amazing dedication and service, recognizing 13 mayors and 76 citizens serving
on Vail's Town Council over the past fifty years; and
WHEREAS, the history of Vail reflects an active and measured approach to developing
its community as can be seen by its efforts in expanding its boundaries through annexations
Bighorn in the 70s, West Vail, Matterhorn, Vail Ridge, Intermountain areas in the 80s), by
creating its character through early master land planning, visioning exercises (i.e. the Vail Plan)
and best practices efforts (establishing property covenants and design guidelines) that has
helped define Vail's mission in embracing the surrounding natural environment, supporting the
many recreation, cultural and educational opportunities, providing exceptional municipal
services, and ensuring there is a vibrant and diverse economy; and
WHEREAS, Vail has a governing approach that values local control and community
involvement as part of its local government structure shown by the creation of its boards and
commissions, including Planning and Environmental Commission, Design Review Board,
Commission on Special Events, Art in Public Places, Vail Local Housing Authority, made up of
volunteer members of the community who are involved with many important topics and
decision-making opportunities affecting their neighborhood community; and
WHEREAS, innovation and risk-taking have been at the forefront of our approach
challenges and opportunities which has resulted in our commitment to car-free villages,
transit system, roundabouts, world championship events, open space preservation,
sustainability practices, affordable housing and so much more; and
WHEREAS, the Town of Vail values its partners over the past 50 years, including
Resorts, Inc., Vail Valley Foundation, Vail Recreation District, Eagle River Water
District, Eagle County, Vail Valley Partnership, Vail Chamber and Business Association,
Valley Medical Center, Vail Symposium, Eagle County School District, Vail Mountain
Betty Ford Alpine Gardens, Colorado Ski Museum, Vail Religious Foundation, and
non profit organizations that have helped enhance our community; and
WHEREAS, we thank Vail's municipal departments that help to provide many
exceptional municipal services to not only its residents but to the many visitors and
resort community, services including police, fire, public works, transportation, community
development, library, and the administrative departments, all staffed by many employees
value the "Vail Way" when it comes to providing unparalleled customer service; and
WHEREAS, the Town Council expresses its appreciation to the citizens of
community, to all those who have lived, shopped, played and contributed in some
fabric of our town, and to those who have committed to continue making it a better
who live here; and
WHEREAS, Vail Town Council encourages the community at large to join
expression of our pride and appreciation for the many civic and economic benefits
community has enjoyed over the past 50 years as a result of the growth and prosperity
town; and,
WHEREAS, the Vail Town Council invites the community to attend a birthday
the afternoon of August 23, 2016 to be held at Donovan Park from 4 p.m. until 6
celebration of our 50 years; and
NOW, THEREFORE, the Vail Town Council hereby thanks all of those involved
past 50 years in helping to create a premier international mountain resort community,
that is a truly unique and magical place to live, work and play, and extends its best
Happy 50th Birthday to Vail Colorado.
