Frontage Rd W # A, Vail, Colorado Conceptual DRB Application Dear Commission, On behalf of Kroger Stores / City Market, I am submitting to Town of Vail Design Review Board (DRB) a `Conceptual DRB application' for exterior improvements at the store location in West Vail. The goal is to obtain feedback from the DRB at an early conceptual stage in the design process, and to help inform concurrent applications to the Town's Planning and Environmental Commission (PEC) that address signage and landscape variances in association with the proposed improvements. Project Background: Zehren and Associates have been retained by Kroger Stores to help design parking lot improvements at the Vail City Market property located in West Vail. The goal is to improve the function and appearance of the heavily used lot and enhance its appeal to create a positive customer experience at the store. The current conditions of the upper parking lot create confusion amongst tourists and locals alike. Traffic and parking is tight, constricted, and circulation is confusing. The infrastructure of the deck, including landscape planters, drain inlets, walkways, and air vents are in disrepair, look weathered and tired. Additionally, the covered parking area below the top deck has been identified as highly under-utilized as many people are unaware that it exists, given there is no existing signage announcing or indicating there is a covered parking garage intended for use of customers of the store. In addressing these issues Zehren and Associates have taken a holistic approach to the property and are proposing a combination of improvements that will achieve the goals for a more functional, safer parking lot with an improved appearance and enhance customer shopping experience. The entirety of these improvements are represented in our application for Conceptual DRB review submitted on May 11, 2020. The existing landscape planters on the top deck of the store have over time proven to be major obstacles for vehicular circulation atop the top parking deck. The planters serve to delineate parking circulation, but in their current configuration, create unnecessarily tight and constricted traffic flow and congestion. Further due to their height, the planters serve as visual obstructions for motorists maneuvering in and out of parking spaces and circulating within the lot. In addition the planters pose physical obstructions to snow plow and snow maintenance vehicles, and have drainage issues associated with them in areas where snow, ice, and water collect at the interface of the planters and the parking deck. These changes are intended to facilitate circulation in the parking lot, make it more safe and intuitive to use and park in the lot and have a positive customer shopping experience This new parking layout and planter design has reduced the planting area slightly and we have fallen out of compliance with the Landscape coverage required by Town Code. As a result, in association with this proposal we are submitting an application to the Town's PEC for a landscape variance from the Landscape Requirement for the Vail City Market property. Again, it should be noted that the current planters contain no live vegetation except a few struggling trees. New plantings will be hardy, xeric and City Market has committed to proper maintenance of the plantings. This will be a huge improvement for the property and the overall experience as a customer. The scope of the project as it pertains to this Concept DRB application consists of the following, as represented in the enclosed application drawings: ■ Demolition of existing planter islands. ■ Redesign of parking lot circulation ■ New construction of redesigned planter islands. ■ New planting design utilizing xeric, hardy plants. Selection to be coordinated with Town Landscape Architects. ■ Additional signage to address new traffic patters and increase store visibility and direction to covered parking ■ Re -skinning garage vents to improve aesthetics We feel that these combined proposed improvements will have an exponential positive impact on both the functionality of the property as well as the appearance, thus benefiting both the Town of Vail and the City Market store.
