Kindel at 7:30 p.m. ROLL CALL: Roll Call found the following members present: Mayor C. E. Kindel Trustee Lorence Burdick Trustee John Donovan Trustee John A. Dobson Trustee Joe Langmaid Trustee Peter Seibert Trustee Harry Willett MINUTES OF THE MEETING 1. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING HELD SEPTEMBER 25, 1967 Mayor Kindel asked for changes or corrections. Trustee Burdick made a Motion to accept the Minutes as recorded. Trustee Donovan seconded the Motion and the Minutes were approved unanimously by the Board. 2. CONSIDERATION OF SPETEMBER VOUCHERS. Trustee Burdick stated that the Vouchers were all in order and made a Motion to approve the Vouchers. It was seconded by Trustee Dobson and approved unanimously by the Board. 3. RECEIPT OF LIQUOR APPLICATIONS AND SETTING OF HFARING DATE. Harald Westbye notified the Board that he was withdrawing the Liquor License Application that had previously been submitted to the Board. Mr. Westbye then submitted a new application. Mr. Benito Tibaldi submitted an application for Mr. Paul Bailey of the Holiday Inn. Mayor Kindel accepted the applications and set the Hear- ing Date for November 13th, 1967, in the Lodge Cafeteria at 7:30 p. m. Trustee Burdick suggested that those establishments applying for the 1968 licenses submit their applications by this date, November 13th, so that the Liquor Licensing Board can act on all applications at that time. 1W 11 Qsg_ I - RsarA o4 TrOaEees Maotin& held October 9, 1967 4. CONSIDERATION OF AN ORDINANCE REGULATING STREET OPENINGS, EXCAVATIONS AND PAVEMENT GUTS ON STREETS IN THE TOWN OF VAIL Blake Lynch, the Town Coordinator, gave a brief resume of the changes that were incorporated into the original ordinance draft discussed at the last Meeting. Fred Froehlich, District Manager of the Vail Water and Sanitation District, noted that the size of material for backfilling should be limited to an 18 inch maximum. There was a discussion of various areas of Town liability concerning barricades. The Town Attorney, Peter Coagriff, indicated that the Town was not assuming full responsibility for the installation of the signals and this would be within the jurisdiction of the Building Inspector. Mr. Cosgriff also noted that the Town has the right of injunction or civil suit to recover any damages or costs incurred by any utility who has not satisfactorily returned the street cut to its former condition. Mayor Kindel then asked that the Trustees be polled for understanding and approval. The Trustees unanimously approved the Ordinance. Ordinance No. 18, Series of 1967, was adopted unanimously October 9, 1967. 40 5, MAYOR AND TRUSTEES Mayor Kindel noted that it is very important that the Vail Resort Association establish liaison with the Town regarding the arrival of groups to Vail. He asked George Knox, Sr. , to contact Rod Slifer, Pres- ident of the Vail Resort Association, regarding the communications to the Town Office. Hales Weibel suggested that the Town contact the groups and welcome them to Vail. Mayor Kindel asked George Knox, Sr. , a Member of the Vail Resort Association Board of Directors, to also contact Mr. Slifer it as to the feasibility of this procedure, perhaps with a form letter. Page 3 - Board of Trustees Meeting held October 9, 1167 6. MISCELLANEOUS MATTERS FkOM THE TOWN COORDINATOR Blake Lynch introduced Morris Ferguson, General Foreman for Valley Paving Company. Mr. Ferguson showed samples of the soil cement taken from various locations of the paved road. The samples tested 660 pounds of pressure per square inch. Mr. Langmaid questioned the uneven surfaces and erosion in certain areas. Mr. Ferguson ekt lairied that the surfaces were uneven because of the varying depths of the deposits of sand that covered the seal coat on the soil cement. When the sand was 41 removed and the oil and chips were laid the road would be smooth. Mayor Kindel noted that the roads would be center lined and well as outlined. In addition, Mayor Kindel stated that the Town would be using one of the by-products of the crushing plant to begin work on the outlying roads. By using this material, it will give the Town the oppor- tunity to build up the road bed. George Knox, Sr., asked when the Bridge would be open for traffic. Morris Ferguson reported that Mr. Weeden had indicated that the bridge would be open on Thursday, October 1Zth, 1967. Peter Seibert, reported that the Light at the entrance would be replaced in the island and trees were to be planted. Mrs. Ella Knox asked if there could be a light installed on the Covered Bridge. Mr. Seibert indicated that plans were to light the under portion of the bridge. Mayor Kindel requested Trustee Dobson and Trustee Burdick to work together to find a means of lighting the bridge. With no further business to come before the Board, Trustee Seibert made a Motion that the Meeting be adjourned at 7:40 p. m. It was seconded by Trustee 0 Burdick and approved unanimously by the Board.
